The meeting was called to order at 5:05 p.m. at the City of Mercer Island Caucus Room, 9611 SE 36th Street, Mercer Island, WA.
Commissioners Blakney and Hill. Chief Elsoe, Chief Examiner/Secretary Segle, Police Operations Commander Holmes, Personnel and Training Sergeant Burns. Also in attendance: Officer Ryan Parr, Mike Feldhausen of JMF & Associates. Absent: Commissioner Maehara and Fire Commander Mauldin
Chief Elsoe took the opportunity to introduce Officer Ryan Parr, who was hired January 26, 2004.
APPROVAL OF MINUTES:
Moved by Blakney and seconded by Hill to approve the minutes of October 12, 2004 as submitted. Motion carried.
Chief Elsoe reviewed the personnel orders with the Commission.
OCTOBER, NOVEMBER AND DECEMBER POLICE AND FIRE ROSTERS:
Chief Elsoe briefed the Commission on the changes to the police roster. There were no changes to the fire roster.
POLICE CORPS HIRE UPDATE:
Chief Elsoe explained that the recent Police Corps recruit experienced firearms challenges while in the Police Academy and failed his mid-term. Subsequently, the recruit failed the retake test and ultimately was terminated from the Police Academy.
POLICE OFFICER ORAL BOARDS:
Sergeant Burns reported that is was necessary to set up Oral Boards for Police Officers due to the failure of the Police Corps candidate, the March 25th retirement of Sergeant Dowd, and the anticipated April/May departure of Officer Morris. She stated that the process was set up for the end of February, which would likely allow us to enroll new hires in the Police Academy in June.
POLICE PROMOTIONAL TESTING:
Chief Elsoe explained to the Commission that the Sergeant promotional testing process had begun. He further explained that 10 Officers were participating in the process and that the Sergeant Assessment portion of the test had occurred. Chief Elsoe introduced Mike Feldhausen, JMF & Associates. The City has successfully used JMF & Associates to conduct past assessment centers. Chief Elsoe recommended that the Commission approve using JMF & Associates for the assessment center portion of the current promotional testing process. Mr. Feldhausen passed out copies of the Sergeantís Assessment Center Proposal to the Commission. Mr. Feldhausen explained that the assessment center was made up of four components:
MOTION: Moved by Blakney and seconded by Hill to approve JMF & Associates to conduct the assessment center portion of the current Sergeant Promotional Testing Process. Motion carried.
