Call To Order

The meeting was called to order at 5:02 p.m. at the City of Mercer Island Caucus Room, 9611 SE 36th Street, Mercer Island, WA.

Roll Call

Commissioners Blakney, Hill & Maehara. Chief Elsoe, Chief Examiner/Secretary Segle, Police Operations Commander Holmes, Fire Commander Mauldin, & Personnel and Training Sergeant Burns.

Regular Business

APPROVAL OF MINUTES:
Moved by Maehara and seconded by Hill to approve the minutes of January 11, 2005 as submitted. Motion carried.

PERSONNEL ORDERS:
There were none.

JANUARY AND FEBRUARY POLICE AND FIRE ROSTERS:
Chief Elsoe briefed the Commission on the changes to the police roster. There were no changes to the fire roster.

POLICE ORAL BOARDS UPDATE:
Chief Examiner/Secretary Segle summarized the police oral board process. It was reported that oral interviews were set up for 24 candidates. There were 3 cancellations/no shows. The oral board evaluators failed 15 of the 21 candidates, passing along 6 candidates to the background process. The Commission reviewed the Eligibility List.

MOTION: Moved by Blakney and seconded by Maehara to certify the Police Officer Eligibility List dated March 8, 2005. Motion carried.

POLICE PROMOTIONAL LIST CERTIFICATION:
Commander Holmes updated the Commission on the Sergeant promotional testing process. He stated that the 10 participating Officers positively evaluated the testing process. The Post Assessment Center Critique Re-Cap Report was shared with the Commission. The Commission reviewed the Police Sergeant Eligibility List.

MOTION: Moved by Maehara and seconded by Hill to certify the Police Sergeant Eligibility List dated March 8, 2005. Motion carried.

REVIEW MINIMUM REQUIREMENTS FOR POLICE OFFICERS AND FIREFIGHTERS AS POSTED ON Publicsafetytesting.com:
Chief Examiner/Secretary Segle informed the Commission that staff had recently reviewed the minimum qualifications for entry-level Police Officers and Firefighters as posted on Publicsafetytesting.com. A list of those qualifications was passed out to the Commissioners. After reviewing the posted qualifications, the Commission agreed that the website effectively captured the City’s minimum qualifications.

Off Agenda Items

Chief Examiner/Secretary Segle informed the Commission that Civil Service Commission Training would be offered on Wednesday, March 30th at the City of Orting. Chief Examiner/Secretary Segle assured the Commission that she would continue to pass along any future training information.

Next Meeting Date

The next Regular Meeting is scheduled for Tuesday, April 12, 2005 at 5:00 p.m., in the Caucus Room at City Hall.

The meeting was adjourned at 5:40 p.m.
