Call To Order:

Chairman Rita Moore called the meeting to order at 7:37 pm in the City Council Chambers of City Hall.


Roll Call:

Rita Moore, Chairperson, Diane Kinman, Vice Chairperson, Don Cohen, Bill Duvall, and Marguerite Sutherland were present.  Sven Goldmanis and Jim Owens were absent.



Paul West, Arborist, Pete Mayer, Director of Parks and Recreation, and Eileen Trifts, Admin Assistant were present.



There were no public appearances.



The minutes from the April 7, 2005 meeting were unanimously approved.


Old Business:


A memorandum issued from the City Attorney’s office was distributed and read.


The Trust Board discussed dealing with the encroachments on a one-on-one basis.  The following conditions might be considered in dealing with encroachments:


·         Knowledge of encroachment

·         Time period in which encroachment occurred

·         Topographical problems

·         Personal circumstances, such as financial ability.

·         Time period needed before restoration.

·         Degree of encroachment – size and permanence

·         Cost of correction

·         Phasability


Potential remedies:


v      Let it continue

v      Remove encroachment

v      Restore native plants

v      Grace period

v      Remove structures

v      Foster native regeneration

v      Let it continue until any change of occupancy (sale, transfer, rental, etc.)

v      Title recording

v      Volunteer project


Trustee Cohen suggested a matrix showing which conditions and remedies apply to each encroachment.  Staff will send another letter to the encroachers who have not responded to the first two letters regarding circumstances of their encroachments and ask for another response. 


Quadrant Monitoring

Rita Moore and Bill Duvall will walk through the SE quadrant.

Don Cohen will walk through the NW quadrant.

Reports should be e-mailed to Paul.


Map Holders

Staff will purchase holders for the trail maps and install them.


New Business

Summer Celebration!

A booth at Summer Celebration! on July 9 and 10, 2005 has been reserved and will be shared with the Parks and Recreation Department.  Trustees Moore, Kinman, and Sutherland will meet to organize display ideas for the booth.


Off Agenda Item

Trustee Moore proposed that open space lands adjacent to Pioneer Park be acquired by the City and added to the park.
