Call To Order

Chairperson Rita Moore called the meeting to order at 7:42 pm in the City Council Chambers of City Hall.

 

Roll Call

Rita Moore, Chairperson, Diane Kinman, Vice Chairperson, Bruce Bassett, Jim Owens and Marguerite Sutherland were present.  Don Cohen and Mike Grady were absent.

Pete Mayer, Director of Parks and Recreation

Stephanie Cangie, Admin. Assistant

 

Minutes

Motion by Trustee Owens seconded by Trustee Bassett to approve the minutes of December 1, 2005.   Unanimously approved.

 

Public Appearances

There were no public appearances.

 

Regular Business

Councilman Mike Grady has been appointed as the Council Liaison to this Board for 2006.

 

Election of Officers

The Trust Board unanimously elected the following Board members as officers for 2006:

Rita Moore -  Chairperson

Don Cohen – Vice Chairperson

Diane Kinman – Secretary

 

Quadrant Monitoring

SE Quadrant – Trustee Bassett reported the quadrant was very muddy; there’s a tree down in this quadrant; on the southern most area of the quadrant on the east-west trail there is a hole that might be a threat to a horse.

 

Change of Meeting Day

Motion by Trustee Kinman and seconded by Trustee Sutherland to change its regular meeting day to the 3rd Tuesday of the month beginning February 21, 2006.  Unanimously approved.  Staff will contact all board members to see if the start time should be 6:30 p.m. or 7:30 p.m. and let members know the outcome via e-mail.  (As of this writing the canvass determined that the meetings will begin at 7:30 p.m.)

 

Open Space Acquisition

Trustee Bassett asked if there is an interest in acquiring the Quarles property which is north of the NE quadrant.  Director Mayer will discuss this with the City Manager. 

 

Director Mayer advised that the City Council retreat will include discussion of parks and open space.  Director Mayer suggested the Board contact Mayor Cairns before the retreat to let him know of the Board’s interest in this property.

 

Staff was asked to find out where the conservation easements are on Mercer Island.

 

 

Verizon Wireless

Director Mayer briefed the Trust Board on a request from Verizon Wireless to upgrade equipment it has at the south end of Island Crest Way by the NE quadrant.  Verizon has an existing pole with equipment.  They want to upgrade to above-ground equipment.  The pole is near the right-of-way line.   It will be a visual issue and one of concern.  The preliminary discussion took place this week between Development Services Group, Parks, and the applicant.  The applicant will need to show why they cannot go underground.  This request needs to go through the Design Commission.
