The meeting was called to order at 5:16 p.m. at the City of Mercer Island Caucus Room, 9611 SE 36th Street, Mercer Island, WA.
Commissioners Blakney & Maehara. Chief Elsoe, Police Commander Holmes, Fire Commander Mauldin, Chief Examiner/Secretary Segle, and Personnel & Training Sergeant Burns.
Absent: Commissioner Hill.
Approval of Minutes:
Moved by Maehara and seconded by Blakney to approve the minutes of August 8, 2005, August 31, 2005, and September 13, 2005 as submitted. Motion carried.
No new personnel orders
Police and Fire Rosters:
Chief Elsoe reviewed the roster changes with the Commission.
Expiration of Current Entry-Level Police Officer Eligibility List:
Sergeant Burns reported the reasons for the expiration of the current list.
MOTION: Moved by Maehara and seconded by Blakney to expire the current Entry-Level Police Officer Eligibility List. Motion carried.
Lateral Candidate Language Definition:
Staff explained that the Civil Service Rules are currently silent in regards to lateral applicants. Staff recommended adding language to the Civil Service Rules to officially define lateral candidates.
MOTION: Moved by Blakney and seconded by Maehara to add the following lateral applicant definition language to the Civil Service Rules: At least 24 months of full-time commissioned police service within the last 36 months with a municipal, state or county law enforcement agency and shall include successful completion of an accredited state academy, or comparable training facility. Motion carried.
Civil Service Language Regarding Appointments from both Entry-Level and Lateral Candidate Lists:
Commander Holmes reported that the Department has a past practice of establishing a separate eligibility list for lateral applicants for the purposes of Entry-Level Police Officer testing. The Commissioners concurred that it is appropriate to establish two separate lists and that the current Civil Service Rules language supports such a practice.
Certification of Police Officer Eligibility List(s):
Chief Elsoe and Sergeant Burns updated the Commission on the last entry-level Police Officer interview process. The Commission was presented with two lists one list for entry-level candidates and one list for lateral candidates.
MOTION: Moved by Maehara and seconded by Blakney to certify both the entry-level candidate and lateral candidate Police Officer Eligibility Lists. Motion carried.
Update for Upcoming Lieutenant Promotional Testing Process:
Chief Elsoe informed the Commission that the Lieutenant test would be occurring on November 9, 2005.
