Approval of Minutes:
Moved by Litzow and seconded by Hagstrom to approve the minutes of the November 21, 2005 Regular Meeting as submitted. Motion carried unanimously.
Claims Approved by Secretary:
Moved by Litzow and seconded by Hagstrom to approve the claims paid by the Secretary totaling $4,009.81, dated November 10, 2005 through April 10, 2006. Motion carried unanimously.
Claims Submitted for Board Authorization
Moved by Litzow and seconded by Hagstrom to approve the following claim: $368.00 – Vision Care Motion carried unanimously.

Dental Expenses for LEOFF 1 Retirees
Secretary Segle reviewed the staff memorandum summarizing the issue of considering dental expenses as necessary medical expenses under LEOFF 1 coverage provisions. She reported that staff was formally recommending the Board exclude additional dental expenses from “Medically Necessary Expenses” as defined in the City of Mercer Island Disability Board Rules.
Dennis Wheeler, Police Sergeant and former Police Guild President requested that the Board consider adding some level of coverage for dental expenses. He stated that it’s the Board’s job to define medically necessary expenses and that if you read the definition of oral health, you’ll find a direct correlation between oral health and general health.
The Board engaged in discussion. Board Members Goodman and Hagstrom voiced support in adding dental expenses as “medically necessary expenses” and therefore, reimbursable. Board Member Hagstrom stated that it is the job of the Board to consider only if expenses are medically necessary or not. He further stated that it is not the job of the Board to consider financial impacts of adding benefits. Board Member Litzow voiced disagreement and stated that it is the Board’s responsibility to consider financial impacts of adding additional benefits.
The Board directed Secretary Segle to survey other jurisdictions regarding coverage levels for dental expenses. Secretary Segle informed the Board that she would bring back the results of the survey to the next Disability Board Meeting.
