Call To Order

Mayor Bryan Cairns called the meeting to order at 6:05 pm in the Council Chambers of City Hall, 9611 SE 36th Street, Mercer Island, Washington.

Roll Call

City Councilmembers Sven Goldmanis, Mike Grady, Dan Grausz, Steve Litzow (arrived 6:19 pm), Deputy Mayor Jim Pearman, and Mayor Bryan Cairns were present. City Councilmember El Jahncke was absent.

Special Business

AB 4149: Adoption of Final 2007 Property Tax Levy, 2007 Utility Rates, 2007 Development Fees and 2007-2008 Final Budget
Finance Director Chip Corder presented the final 2007 property tax levy, 2007 utility rates, 2007 development fee adjustments and the 2007-2008 Final Budget for the Councilís adoption.

Community and Organization Relations Director Kryss Segle presented information on staffing levels.

It was moved by Deputy Mayor Pearman; seconded by Councilmember Grady to:
Adopt Ordinance No. 06-16, which appropriates funds and fixes the amount of property taxes to be levied for the year 2007 and repeals Ordinance No. 06-13.
Motion passed 5-0.

It was moved by Deputy Mayor Pearman; seconded by Councilmember Goldmanis to:
Adopt Resolution No. 1379, which establishes classifications of water users and a schedule of charges for water usage, a schedule of rates for fire service, a schedule of special service charges, meter and service installation charges, and connection charges effective January 1, 2007 and thereafter.
Motion passed 5-0.

It was moved by Deputy Mayor Pearman; seconded by Councilmember Grady to:
Adopt Resolution No. 1380, which establishes rates and connection charges for sewerage disposal services supplied by the City of Mercer Island effective January 1, 2007 and thereafter.
Motion passed 5-0.

It was moved by Deputy Mayor Pearman; seconded by Councilmember Goldmanis to: Adopt Resolution No. 1381, which establishes the monthly service charge for storm and surface water services supplied by the City of Mercer Island effective January 1, 2007 and thereafter.
Motion passed 5-0.

It was moved by Deputy Mayor Pearman; seconded by Councilmember Goldmanis to:
Adopt Resolution No. 1382, which establishes the monthly utility fee for the emergency medical and ambulance services supplied by the City of Mercer Island effective January 1, 2007 and thereafter.
Motion passed 5-0.

It was moved by Deputy Mayor Pearman; seconded by Councilmember Grady to:
Adopt Resolution No. 1383, which adjusts the development permit fees for variances, design review, and combination building permits effective January 1, 2007 and thereafter.
Motion passed 4-2 (Councilmember Grady & Litzow dissented).

It was moved by Deputy Mayor Pearman; seconded by Councilmember Grady to:
Adopt Ordinance No. 06-17, which adopts a budget for the City of Mercer Island, Washington for the years 2007-2008.
Motion passed 5-1 (Councilmember Litzow dissented).

Other Business

Councilmember Absences:
Councilmember Jahnckeís absence was excused.

Planning Schedule:
January 2nd Council meeting is canceled.
The Council discussed a possible date of January 17th for a public briefing by the City of Renton on the Renton airport.
Councilmember Litzow asked about having a follow-up conversation on I-90.
