CALL TO ORDER:

Chair Bryan Caditz, called the meeting to order at 7:31 pm in the Council Chambers, 9611 SE 36th Street, Mercer Island, Washington. 

 

ROLL CALL:

Chair Bryan Caditz, Commissioners, Carla Weinheimer, George Wittman, Lucia Pirzio-Biroli Emmett Maloof were present.  Commissioner Scott Kuznicki was excused.  Council Liaison Dan Grausz was present.  There was a quorum.

 

STAFF PRESENT:

Travis Saunders, Planner and George Steirer, Planner, were present.  

 

MEETING MINUTES APPROVAL:

The minutes of January 23, 2008 were approved.

 

REGULAR BUSINESS:

 

AGENDA ITEM #1– Open Record Public Hearing – French American School Final Design Review, File DSR07-023

 

Staff planner, Travis Saunders, provided project information to the Design Commission and recommended final design approval, as presented in the submittal packet marked Exhibit 1.

 

Leslie Bain and Kirsten Wild, of Weinstein A/U, and Karen Kiest, of Karen Kiest Landscape Architects, representing the French American School, gave a presentation and overview of the project.

 

The applicant’s representatives proceeded to answer questions of the Commission regarding trees and vegetation, and roofline variation.

 

The Commission further discussed the proposal.

 

Commissioner Weinheimer moved to approve the final design review of the project with the following conditions:

 

1.    Option A of Exhibit 1 shall be the approved elevations.

2.    The lattice on the north elevation shall be raised to the first horizontal mullion of the second story.

 

Commissioner Pirzio-Biroli seconded the motion.

 

Commissioner Wittman discussed the motion and added the following condition:

 

1.  Fastigiata hornbeam shall be the tree type used in the building insets.

 

Commissioner  Maloof seconded the motion.

 

The Commission voted unanimously to grant final design review approval for the project as conditioned.

 

AGENDA ITEM #2 – Public Meeting -  9555 SE 36th Street, File DSR07-018

 

Staff planner, George Steirer, provided project information to the Design Commission and recommended preliminary design approval for the proposed development, as presented in Exhibit 1 and 2, with the conditions of approval listed in the staff report.

 

Staff answered questions of the Commission regarding watercourses, open space/public plaza requirements, parking requirements.

 

Applicant, Aurthur Chang, of Freiheit and Ho Architects and Jason Morris, Landscape Architect, gave a presentation and overview of the project.

 

Mr. Chang and Mr. Morris proceeded to answer questions of the Commission regarding parking and handicap stalls, materials, building dimensions, handicap access, wheel stops, pavers, planting areas.

 

Chair Caditz opened public comment.

 

Arnie Carsten of 3645 93rd Avenue SE provided comment regarding building height and watercourse setbacks.

 

Nancy Gould-Hilliard of 3611 93rd Avenue SE provided comment regarding night time view and lighting plan.

 

The Commission further discussed the proposal and asked additional questions of the applicant regarding lighting and window color.

 

Commissioner Weinheimer moved to approve the preliminary design review of the project with the following conditions:

 

1.             The applicant must receive an approved lot consolidation permit from the City of Mercer Island.

2.             A landscaping bond is required prior to any Certificate of Occupancy for the proposed building to ensure that the approved landscape plan will achieve total coverage within three years after installation.  The bond amount shall be set by City staff based on the approved landscape plan, and cost for labor and materials.

3.             On ungraded slopes equal to or greater than 2(H): 1(V), erosion control netting or alternative procedures (as approved by the City Engineer) shall be used to prevent erosion.

4.             All shrubs shall be at least four feet from hydrants.

5.             Ground level outdoor storage buildings, mechanical equipment and utility vaults shall be screened from adjacent public ways.

6.             The applicant shall provide the details of the proposed trash receptacle enclosure prior to final Design Commission approval.  The trash receptacle enclosure shall be of similar materials and colors (as determined by the Design Commission) as the proposed new building.

7.             An outdoor lighting plan shall be provided which meets the requirements of MICC 19.12.070 prior to final Design Commission approval.

8.             Refine the proposed material palette.

9.             Revise drawings to show detailing of the windows and trim elements, as well as a sense of human scale.

10.          Consider a material for the base that is more consistent with the overall building design than brick.

 

Commissioner Wittman seconded the motion.

 

Commissioner Maloof moved to amend the motion to remove condition #2.  The amendment was not seconded.

 

The Commission voted unanimously to grant preliminary design review approval for the project as conditioned.

 

OTHER BUSINESS:

  • Council Liaison report by Council Member Dan Grausz;
  • Commissioners Kuznicki will not be available for the March 12, 2008 meeting.  There will be a quorum;
  • Commissioner Weinheimer to resign due to move;
  • Discussion of open Commission seats.
