Call To Order:

 

Mayor Jim Pearman called the meeting to order at 6:08 pm in the Council Chambers of City Hall, 9611 SE 36th Street, Mercer Island, Washington.

 

 

Roll Call:

 

Councilmembers Bruce Bassett, Mike Grady (arrived 7:00 pm), Mike Cero, Dan Grausz, Steve Litzow, Deputy Mayor El Jahncke and Mayor Jim Pearman were present.

 

 

STUDY SESSIOn:

 

(1)        AB 4367            IT Staffing Review

 

City Manager Rich Conrad, IT Manager Mike Kaser and consultants from Pacific Technologies, Inc (PTI) presented the results of the City’s Information Technology Strategic Plan regarding staffing in the IGS department. PTI explained that the City has made sound investments in a stable and responsive IT infrastructure and the that City’s GIS platform offers a mature foundation for the City’s vision for GIS and business unit automation, but PTI believes that the City’s IGS department is severely understaffed compared to their target range for municipal IT staffing.

 

 

Mayor Pearman expressed his condolences to the family of Fred May who recently passed away.  Fred was on the City Council from 1981 to 1985 and was also a 41st District Representative.

 

Mayor Pearman recognized Communications Coordinator Joy Johnston who recently started the Executive Master of Public Administration Program in the Evans School of Public Affairs at the University of Washington.

 

 

Agenda Addition:

 

It was moved by Deputy Mayor Jahncke; seconded by Councilmember Grausz to:

Amend the agenda to include AB 4368: Interlocal Agreement with Mercer Island School District for Counseling Services.

Motion passed 6-1 (Councilmember Cero dissented).

 

 

SPECIAL BUSINESS:

 

Tent City Oral Report

 

Police Chief Ed Holmes reported on Tent City 4 for the past two weeks: one arrest (TC4 called MIPD to report a subject with an outstanding warrant was trying to check in.  Subject was arrested on a felony theft warrant out of Seattle).  Four other reports: (1) people checking in listed as missing persons (were determined to be no longer missing); (2) TC4$ reported an unwanted subject trying to check in, officers located subject and gave him a courtesy transport; (3) officers contacted an intoxicated TC4 resident in the Town Center who was serving a 3-day suspension from camp for Rules Violations; (4) officers contacted another intoxicated TC4 resident in the Town Center, officers notified TC4 security who stated they would try to get him into detox.  Thirty-two walkthroughs were completed for a total of 247 to date. Chief Holmes reported that the next Tent City report will be a summary of all MIPD activities.

Approve the Study Session and Regular Meeting Minutes of October 6, 2008 as written.

Regular Business:

 

            AB 4368            Interlocal Agreement with MISD for Counseling Services

 

Youth and Family Services Director Cindy Goodwin presented a revised Interlocal agreement with the Mercer island School District for Counseling Services for the 2008-2009 academic year that includes the five provisions added by the Council at the October 6, 2008 meeting.

 

It was moved by Deputy Mayor Jahncke; seconded by Councilmember Bassett to:

Authorize the City Manager to sign an Interlocal Agreement with the Mercer Island School District for School Based Counselors as depicted in Exhibit 1 with the deletion of paragraph seven (and the renumbering of the subsequent paragraphs).

Motion passed 7-0.

 

 

(4)        AB 4366            Public Hearing: 2009-2010 Preliminary Budget

 

Finance Director Chip Corder presented changes to the 2009-2010 General Fund budget that was presented on October 6, reviewed the following department budgets: City Council, City Attorney’s Office, City Manager’s Office, Human Resources, Finance, Municipal Court, Non-Departmental, YFS, and DSG and a recapped follow-up items.

 

The Mayor opened the Public Hearing at 7:24 pm.  There being no comments the Public Hearing was closed at 7:25 pm.

 

In light of recent changes in the economy, Director Corder presented a revised 2009-2010 budgeted showing reductions of revenues and expenditures by $1.05M ($600K in 2009 and $450K in 2010) from the original proposed budget presented on October 6, 2008.  During the department’s operating budget review, he highlighted significant changes/issues to Budget Analyses, Service Package Requests, Dashboard Indicator targets and Budget Policies.

 

The remainder of the Budget Hearing schedule is as follows:

·         November 3: Budget review by Council (Operating Budget for: Police Dept, Fire Dept, Parks and Recreation and Maintenance Dept)

·         November 17: Budget review by Council (Follow-up Items, Revenues and Finalize Changes and Proposed 2009-2010 Capital Improvement Program) & Adopt 2009 property tax levy

·         December 8: Adopt 2009 Utility Rates, 2009 Fee Increases (if any) and 2009-2010 Budget Ordinance

OTHER BUSINESS:

Appoint Tamar Baber to Position No. 1 on the Arts Council (term expiring May 2011)
