Design Commission - Minutes     
Wednesday, March 11, 2009


Chair Bryan Caditz, called the meeting to order at 7:33 PM in the Council Chambers, 9611 SE 36th Street, Mercer Island, Washington. 



Chair Bryan Caditz, Susanne Foster, Bert Loosmore, Emmett Maloof, Ann Nielson, and Lucia Pirzio-Biroli were present. Commissioner Kuznicki was excused.



George Steirer, Principal Planner, and Shana Crick, Planner, were present.  



The minutes of February 11, 2009 were approved as written by consent.




AGENDA ITEM #1 – PUBLIC MEETING – Maintenance Operations and Transportation (MOT) Building Preliminary Design Review.


Shana Crick, Planner, presented the preliminary staff report and responded to questions from the Commission.


Liz Leroy of Alliance Management, representative for the applicant, gave a brief presentation. No questions were asked by the Design Commission of Ms. Leroy.


Tom Bates, Managing Principal of BLRB Architects, provided further information regarding the project and answered questions from the Commission.


Commissioners Loosmore and Foster asked questions concerning the management of blackberries on site. Christine Herrington, Landscape Architect of Karen Kiest Landscape Architecture, responded.


Commissioner Pirzio-Biroli inquired about the proposed location of the new MOT Building, the proximity of the building to existing trees, and the heat pumps.


Councilmember Grausz asked about the necessity of the ADA ramp.


The Chair opened the meeting to public comment.  No public comments were given. Chair Caditz closed the public comment portion of the hearing.


Further comments from the Commission were provided concerning the ADA ramp, building aesthetics, the requirement of a decorative landmark, and building modulation.


Commissioner Maloof moved that the Design Commission grant Preliminary Design Approval subject to conditions 1, 2, and 6 in the preliminary staff report and with the following additional condition of approval:


  1. The City is to clarify the need for, and, if possible, waive the requirement for the ADA ramp to the lower parking lot.

Commissioner Foster seconded the motion. The motion to grant Preliminary Design Review Approval, as conditioned, passed with 5 yahs and 1 nay.



·      The Council Liaison report was given by Councilmember Grausz.

·      No meeting will be held on March 25, 2009 due to lack of a quorum.

·      Principal Planner Steirer will send an email to the Commissioners regarding the Design Commission’s involvement with the Planning Commission in LEED and LID discussions.

·      The regular next meeting is scheduled for April 8, 2009.
