Design Commission - Minutes     
Wednesday, April 22, 2009

CALL TO ORDER:

Commissioner Maloof, acting as Chair, called the meeting to order at 7:43 PM in the Council Chambers, 9611 SE 36th Street, Mercer Island, Washington. 

 

ROLL CALL:

Commissioners Susanne Foster, Scott Kuznicki, Emmett Maloof, and Ann Nielson were present. City Council Liaison Dan Grausz was also present. Chair Bryan Caditz, and Commissioners Bert Loosmore and Lucia Pirzio-Biroli were excused.

 

STAFF PRESENT:

George Steirer, Principal Planner, Don Cole, Building Official, Shane Moloney, Assistant City Attorney, Travis Saunders, Planner and Shana Crick, Planner were present.

 

MEETING MINUTES APPROVAL:

The minutes of March 11, 2009 were approved as written by consent.

 

REGULAR BUSINESS:

 

AGENDA ITEM #1 – OPEN RECORD PUBLIC HEARING - St. Monica’s School Final Design Review.

 

Travis Saunders, Planner, presented the final staff report and responded to questions from the Commission.

 

Aubry Davidson of PTS, representative for the applicant, gave a brief presentation. No questions were asked by the Design Commission of Ms. Davidson.

 

Commissioner Maloof opened the meeting to public comment.  No public comments were given. Commissioner Maloof closed the public comment portion of the hearing.

 

Discussion by the Design Commission ensued regarding the proposal.

 

Commissioner Kuznicki moved that the Design Commission grant final design approval to the St. Monica School subject to specified conditions 1 and 2 set forth in the staff report.

 

Commissioner Foster seconded the motion.

 

The motion to grant final design review approval, as conditioned, passed unanimously.

 

AGENDA ITEM #2 – OPEN RECORD PUBLIC HEARING – Maintenance Operations and Transportation (MOT) Building Final Design Review.

 

Shana Crick, Planner, gave the final staff report and responded to questions from the Commission.

 

Council Liaison Grausz asked about the landscaping bond requirement.

 

Don Cole, Building Official for the City of Mercer Island, discussed the ADA ramp.

 

Shane Moloney, Assistant City Attorney, offered that the deciding authority for the landscaping bond is the Code Official, not the Design Commission.

 

Tom Bates, Managing Principal of BLRB Architects, gave a brief presentation and responded to questions from the Design Commission.

 

Commissioner Maloof opened the meeting to public comment.  Since no public comments were given, Commissioner Maloof closed the public comment portion of the hearing.

 

Commissioner Maloof requested that Planning staff look into the landscaping performance bond requirement.

 

Commissioner Kuznicki inquired about the selection factors for location of the proposed MOT Building.

 

Commissioner Foster moved that the Design Commission grant the Mercer Island School District final design approval for the MOT Building, to be located at 4140 86th Avenue SE.

 

Commissioner Kuznicki seconded the motion.

 

Commissioner Nielsen moved to amend the original motion to state that the Design Commission grant the Mercer Island School District final design approval for the MOT Building, to be located at 4140 86th Avenue SE, incorporating the standards and conditions set forth in the attached Exhibits 1 and 2, and, in addition, making a recommendation to the Code Official to revisit the issue of the performance bond, and to be subject to MICC 19.15. 040(F)(1)(d)(iii), as set forth in the staff report.

 

The motion was seconded by Commissioner Foster.

 

The motion to grant final design review approval, as conditioned, passed unanimously.

 

OTHER BUSINESS:

  • The Council Liaison report was given by Councilmember Grausz.
  • No meetings are scheduled for May 13, 2009 or May 27, 2009.
  • There were no staff or commissioner comments given.
  • The regular next meeting is scheduled for June 10, 2009.
