CALL TO ORDER:
The meeting was called to order at 5:03 pm at the City of Mercer Island Caucus Room, 9611 SE 36th Street, Mercer Island, WA.
Commissioners Blakney & Hill, Police Chief Holmes, Police Commander Burns, Acting Fire Chief Tubbs, Fire Union President Austin, Human Resources Specialist Tawney.
(1) Permission to Test for Entry-Level Police Officer: Police Chief Holmes updated the Commission on the entry-level Police Officer interview process. He asked permission to test for entry level police officer as they want to fill an Emergency Management Position if approved by City Council on March 17, 2008 and they will fill that position from an exiting officer and then backfill the position with an entry-level police officer.
MOTION: Moved by Hill and seconded by Blakney to approve to Test for Entry-Level Police Officer. Motion carried.
(2) Permission to Test for Entry-Level Firefighter: Interim Fire Chief Tubbs asked permission to move forward with the testing process as they are expecting an opening in June due to promotions and as the academy starts in early May they want to take advantage of that to help reduce impacts of overtime. Chief Tubbs received the City Manager’s approval as it will help to reduce the impacts on overtime. So they are looking for approval to move forward with testing. Oral boards would be scheduled for March 31 – April 1st for Entry-Level Firefighter.
MOTION: Moved by Hill and seconded by Blakney to permit staff to approve to test for Entry-Level Firefighter. Motion carried.
(3) Approve one-time Firefighter Hiring Process without Police Representation on Oral Board: Acting Fire Chief Tubbs reported due to a scheduling conflict with Police there will be no representation from police for the Entry-Level Firefighter oral boards on March 31-April 1st. Union President Austin also approved the request not to have police representation on the oral board.
MOTION: Moved by Hill and seconded by Blakney to permit staff to approve the one-time Firefighter hiring process without police representation on the oral board. Motion carried.
(4) Promotional Requirements for Lieutenants and Battalion Chiefs: Acting Fire Chief Tubbs is requesting approval to implement new promotional requirements as detailed in the draft MOU. Union President Austin was in agreement with the MOU.
MOTION: Moved by Hill and seconded by Blakney to approve Promotional requirements for Lieutenants and Battalion Chiefs.
OFF AGENDA ITEMS:
The Commission agreed to move the regularly scheduled meeting of April 8, 2008 to April 15, 2008 as Commissioner Hill is unable to attend the meeting on April 8, 2008.

The next Special Meeting is scheduled for Tuesday, April 15, 2008 at 5:00 pm in the Caucus Room at City Hall.
