Call To Order:

 

Deputy Mayor El Jahncke called the meeting to order at 7:01 pm in the Council Chambers of City Hall, 9611 SE 36th Street, Mercer Island, Washington.

 

 

Roll Call: 

 

Councilmembers Bruce Bassett, Mike Cero, Mike Grady, Dan Grausz, Steve Litzow and Deputy Mayor El Jahncke were present.  Mayor Jim Pearman was absent.

 

 

APPEARANCES:

 

Susan Kaplan (6504 80th Ave SE) and Terry Pottmeyer (6207 Island Crest Way) spoke about the plans for the Mercerversary Celebration for the 50th anniversary of the incorporation of the City of Mercer Island (www.mi50.org).

 

 

MINUTES:

 

(1)        It was moved by Councilmember Litzow; seconded by Councilmember Bassett to:

Adopt the Regular Meeting Minutes of May 3, 2010 as written.

Motion PASSED 6-0.

 

It was moved by Councilmember Bassett; seconded by Councilmember Cero to:

Adopt the REVISED Study Session & Regular Meeting Minutes of May 17, 2010 as written.

Motion PASSED 6-0.

 

 

Consent Calendar:

 

Councilmember Cero requested to move AB 4527: Eastside Narcotics Task Force Interlocal Agreement Update to the first item of Regular Business

 

(2)        Payables:         $439,681.54 (5/20/10) & $438,795.90 (5/28/10)

Recommendation: Certify that the materials or services hereinbefore specified have been received and that all warrant numbers listed are approved for payment.

 

            Payroll:             $641,179.83 (5/21/2010) & $643,691.20 (6/4/2010)

Recommendation: Certify that the materials or services specified have been received and that all fund warrants are approved for payment.

 

 (4)       AB 4543            Sub-Basin 26 Phase II Watercourse Stabilization Project Close-Out

Recommendation: Accept the completed Sub-Basin 26 Phase II Watercourses Stabilization Project and authorize staff to close out the contract.

 

It was moved by Councilmember Litzow; seconded by Councilmember Grady to: 

Approve the Consent Calendar and the recommendations contained therein.

Motion PASSED 6-0.

 

 

 

Regular Business:

 

(3)        AB 4527            Eastside Narcotics Task Force Interlocal Agreement Update

 

Police Chief Ed Homes responded to questions from the Council regarding the interlocal agreement.

 

It was moved by Councilmember Litzow; seconded by Councilmember Grady to: 

Authorize the City Manager to sign the updated Interlocal Agreement between the City of Mercer Island and the Eastside Narcotics Task Force.

Motion PASSED 6-0.

 

 

Councilmember Cero requested to move AB 4547: CCMV Terrace Repairs to the next item of Regular Business.

 

 

(7)        AB 4547            CCMV Terrace Repairs

 

Parks & Recreation Director Bruce Fletcher presented information about repairs that are needed to the terrace and stairs (both monument steps and stairway) at the Community Center at Mercer View due to the settlement of soils beneath the surface of the entire patio. He stated that staff is seeking authorization to reprogram the 2009-2010 Minor Park Improvements budget to free up the $50,000 needed to repair the terrace area.

 

It was moved by Councilmember Grausz seconded by Councilmember Grady to:

Authorize the expenditure of $50,000 in the Capital Improvement Fund to fund the CCMV terrace settlement repair and new structural cement slab project.

Motion PASSED 5-1 (Councilmember Cero dissented).

 

 

(5)        AB 4545            2010 Residential Street Overlays Bid Award (No Presentation)

 

It was moved by Councilmember Litzow seconded by Councilmember Cero to:

Award Schedules ‘A’, ‘B’, ‘C’, ‘D’, and ‘E’ of the 2010 Residential Street Overlay project to Watson Asphalt Paving Company in the amount of $959,433.32. Reallocate $42,946 from the Arterial Preservation and Guardrail Development Programs for use on Schedule ‘A’ of the project. Set the total project budget to $1,177,606, and direct the City Manager to execute the construction contract.

Motion PASSED 6-0.

 

 

(6)        AB 4544            2011-2016 Transportation Improvement Program (TIP) Adoption

 

City Engineer Patrick Yamashita presented the 2011-2016 Transportation Improvement Plan (TIP) for adoption.  He reviewed the two options for the Residential Streets Preservation Program in 2011 and 2012.

 

It was moved by Councilmember Cero seconded by Councilmember Litzow to:

Adopt the 2011-2016 Six-Year Transportation Improvement Program (TIP) with Option B.

Motion FAILED 3-3 (Councilmember Grausz, Grady and Bassett dissented).

 

It was moved by Councilmember Grausz seconded by Councilmember Bassett to:

Adopt the 2011-2016 Six-Year Transportation Improvement Program (TIP) with Option A with following modifications: (1) reduce the 2011 Residential Streets Overlay to $453,000, (2) reduce other transportation projects for 2011 to $667,900 and (3) reduce other transportation projects for 2012 to $170,200.

Motion FAILED 2-4 (Councilmember Bassett and Grausz assented).

 

Council requested that staff bring back the 2011-2016 Transportation Improvement Program (TIP) to the June 21, 2010 meeting for adoption with a third option for the Residential Streets Preservation Program.

 

 

 

(8)        AB 4548            2009 Mercer Island Dashboard Report

 

Finance Director Chip Corder presented the 2009 Mercer Island Dashboard Report, the City performance measurement model. The model is comprised of 35 “dashboard” indicators, which are organized around the City’s 6 priorities of government and broken down into functional areas within each priority of government:

1.     Community Safety & Security

2.     Effective & Efficient Public Service Delivery & Community Sustainability

3.     Reliable Public Infrastructure

4.     Attractive Neighborhoods & Business Districts

5.     Recreational, Cultural, Health & Educational Opportunities

6.     Public Communication & Community Involvement

He highlighted the changes from the previous year’s report and compared results with other cities’ measures.

 

 

(9)        AB 4545            Amending $1,015,000 Two Year Limited Tax Obligation Bond (2nd Reading)

 

It was moved by Councilmember Litzow seconded by Councilmember Bassett to:

Adopt Ordinance No. 10-04, which amends Ordinance No. 09-07 to adjust the par amount, to extend the maturity, and to adjust the fixed interest rate of the City’s 2009 limited tax general obligation bond with Cashmere Valley Bank.

Motion PASSED 6-0.

 

 

OTHER BUSINESS:

 

Councilmember Absences:

Mayor Pearman’s absence was excused.

Councilmember Grausz will be absent July 12 and July 19.

 

Planning Schedule:

The Transportation Improvement Program Adoption was scheduled for June 21.

The July 5, 2010 Council meeting was moved to July 12, 2010 due to a lack of quorum and the 4th of July holiday.

 

Board Appointments:

There were no appointments.

 

Councilmember Reports:

Councilmember Bassett spoke about the You-Powered event on June 5, the upcoming Green Ribbon Commission Meeting on June 8, The Recycling Center meeting on June X, and the Council-School Board carbon footprint challenge.

Councilmember Grady thanked Street Engineer Clint Morris for his work in fixing a road with pavement gaps.

Councilmember Litzow spoke about the upcoming Public Safety Sub-Committee Meeting.

Councilmember Cero spoke about a recent PTA awards ceremony.
