Open Space Conservancy Trust - Minutes

Call To Order:

 

Chairperson Don Cohen called the meeting to order at 6:21 pm in the City Council Chambers of City Hall.

 

Roll Call:

 

Don Cohen; Chairperson, Tina Lanzinger, Peter Guyer, Elliot Newman, Dan Grausz; Council Liaison were present. Trustees Moore and Waller were absent.

Minutes:

(1)           It was moved by Trustee Lanzinger, seconded by Council Liaison Grausz, to:

Approve the minutes of November 12, 2009.

Motion passed 5-0

Regular Business:

 

(I)             Letterboxing Update Elliot Newman

 

Trustee Newman gave the Trustees an informal report on the progress of the Letterboxing program before the meeting officially commenced.

 

(II)         Election of Officers Don Cohen

 

It was moved by Trustee Newman, seconded by Trustee Guyer, to:

Nominate Don Cohen for Chair

Motion passed 5-0

 

It was moved by Trustee Newman, seconded by Trustee Lanzinger, to:

Nominate Peter Guyer for Vice Chair

Motion passed 5-0

 

(III)        2009 Forest Health Plan Accomplishments Alaine Sommargren

 

Alaine Sommargren reviewed the information provided in the January 14, 2010 agenda packet on the work accomplished in Pioneer Park during 2009. She reported that 36 acres received restoration treatment in 2009. The work done exceeded the planned activities due to extra funds available as a result of the 2008 Levy, and a favorable bidding environment. Volunteer events brought in 688 volunteers, of which approximately 60-70% are Mercer Island residents (according to Lina Rose of Earth Corps). Paul West agreed to work with Joy Johnston to produce an article for the Mercer Island reporter that highlights the work done in Pioneer Park during 2009. He also offered to produce a poster with this information for the kiosk.

 

(IV)       2010 Work Plan Paul West

 

Paul West reviewed the results of the prioritization exercise and explained the process used to develop the draft calendar. The Trustees discussed various items on the draft calendar, and a few minor changes were made. Council Liaison Grausz brought up the issue of making a request to the City Council that the Engstrom Open Space be transferred to the Trust. Staff offered to consult the City Manager about what the next steps would be if the Trust Board decided to pursue it. The following changes were decided on: Put Letterboxing update as a monthly item through August; add Engstrom acquisition topic to February; and move Docent walks to March.

 

It was moved by Trustee Newman, seconded by Trustee Lanzinger, to:

To approve the 2010 Work Plan with proposed amendments.

(V)        Root Rot Areas in SE and NW Quadrants Paul West

 

Paul West provided an update on the root rot issue in the NW Quadrant across from the QFC. Four trees were cut, but unfortunately he was unable to determine if some of the surrounding trees are also affected. He reported that he will continue to monitor that area for changes in the canopy because of its high visibility.

 

On the southern boundary of the SE Quadrant, a homeowner contacted staff about trees dying in the area. There were 8 trees that were either dead or dying and 2 that were suspect because they were in the same area. Because it was storm season, Paul West proceeded with cutting down all 10 trees after notifying the Trustees. One of the suspect trees did not show signs of Laminated Root Rot; the other suspect tree did. The 8 dead or dying trees were either infected with Laminated Root Rot or another disease he had not identified yet. Paul stated that he would do some research over the winter to investigate the cause of the death of the non-Laminated Root Rot trees, and would report on his progress at a future meeting.
