CALL TO ORDER:|
Chair Maloof called the meeting to order at 7:32 PM in the Council Chambers, 9611 SE 36th Street, Mercer Island, Washington.
Chair Emmett Maloof, Commissioners Steve Bryan, Susan Foster, Bert Loosmore, and Lucia Pirzio-Biroli were present. Commissioner Donald McLaughlin and Vice-Chair Scott Kuznickiwere excused. Council Liaison Bruce Bassett was present.
Travis Saunders, Planner; George Steirer, Principal Planner; Nick Afzali, Transportation Manger; and Tim Stewart, Director of Development Services Group.
MEETING MINUTES APPROVAL:
Commissioner Bryan motioned to approve the minutes from September 22, 2010. Commissioner Foster seconded the motion. The Commission unanimously approved the minutes as written.
AGENDA ITEM #1 – Open record public hearing: Stopsky’s Delicatessen Parking Reduction
Travis Saunders, Planner, provided a staff presentation and responded to questions from the Design Commission.
James Webb, Transpo Group; Kelly Sommerfield, SHKS Architects; Lara Sanderson, applicant; and Cheryl DeBoise, applicant representative, provided an applicant presentation and responded to questions from the Design Commission.
Chair Maloof opened the hearing for public testimony at 8:19 PM.
Tenley Tobin of 19612 NE 125th Ct, Woodinville, WA 98077 provided testimony. Commissioner Pirzio-Biroli asked questions of Ms. Tobin.
Chair Maloof closed the hearing at 8:26 PM.
The Design Commission deliberated, asking questions of staff, and the applicant and their representatives.
Commissioner Bryan moved to grant Design Commission approval of a reduction in required parking, via a shared parking allowance, pursuant to MICC 19.11.110(B)(1)(e)(i), as demonstrated in Exhibits 1 through 3 in the November 10, 2010 staff report to the Design Commission, with the addition of MICC 19.15.040(F)(1)(d)(iii) (Approval Expiration) as a condition of approval.
Commissioner Pirzio-Biroli seconded the motion.
The motion passed with five ‘yeas’ and zero ‘nays’.
The 2011-2012 Budget to be reviewed by the City Council on November 15, 2010.
Joint Planning Commission and Design Commission training to be scheduled in the future, date(s) to be determined.
Staff to explore 7:00 PM as a start time for Design Commission meetings.
The next regular meeting is scheduled for November 24th, 2010; however, no agenda items are anticipated.
