CALL TO ORDER:
The meeting was called to order at 5:05 pm at the City of Mercer Island Caucus Room, 9611 SE 36th Street, Mercer Island, WA.
 
ROLL CALL:
Commissioners Blakney & King, Police Chief Holmes, Police Commander Jokinen, Fire Chief Tubbs, Deputy Fire Chief Heitman, and Chief Examiner Segle.
 
Absent:  Commissioner Hill, Police Commander Burns and Personnel & Training Sergeant Hyatt.
 
REGULAR BUSINESS:
 
Approval of Prior Meeting Minutes – The Commission reviewed the minutes of the meetings of January 12, 2010.
 
MOTION:  Moved by Blakney and seconded by Hill to approve the minutes of January 12, 2010 as submitted.  Motion carried.
 
Personnel Orders – Chief Holmes reviewed the Police Personnel Orders with the Commission.  There were no Fire Personnel Orders to review.
 
Police and Fire Rosters – Chief Holmes reviewed the Police Roster changes with the Commission.  There were no Fire Roster changes to review.
 
Police Promotional Testing – Chief Holmes presented background information for the Commission to consider in providing permission for staff to move forward with Police promotional testing for the positions of Sergeant and Corporal.  Chief Holmes reported that staff would like to hire Mike Feldhausen to facilitate the promotional testing process.  The Chief reminded the Commission that Mr. Feldhausen has facilitated Mercer Island’s Police promotional testing for the past several years.  Chief Holmes stated that the testing process would include the following elements:
  • Sergeants Evaluation
  • Assessment Center (four separate exercises)
  • Oral Resume Process
 
The Sergeant testing process would also include:
  • Tactical Exercise
  • Practical Exercise
 
MOTION:  Moved by Hill and seconded by Blakney to approve the Police Promotional Testing Process for the positions of Sergeant and Corporal.  Motion carried.
 
Fire Promotional Testing – Deputy Chief Heitman presented background information for the Commission to consider in providing permission for staff to move forward with Fire promotional testing for the positions of Battalion Chief and Lieutenant.  Deputy Chief Heitman reported that staff would like to conduct an in-house process that would be facilitated by Battalion Chief Gordon and Chief Examiner Segle.  Chief Examiner Segle outlined the various elements of the in-house process, which would include the following:
 
  • Officers’ Evaluation
  • Assessment Center (four separate exercises)
  • Tactical Exercise
  • Written Exercise
 
Chief Examiner Segle explained that the exercises would be different for those testing for the rank of Lieutenant versus those testing for the rank of Battalion Chief.
  
MOTION:  Moved by Blakney and seconded by Hill to approve the Police Promotional Testing Process for the positions of Sergeant and Corporal.  Motion carried.
 
Future Lateral Recruitment Processes for Fire – Chief Examiner Segle reported that staff was interested in conducting a lateral recruitment for Firefighter if a vacancy should occur in the near future.  She stated that there are no current vacancies, however, staff would like to start developing a process now.  She stated that many Fire departments in the area are facing lay-offs of quality firefighters.  This would be a great time to recruit qualified firefighters if or when a Mercer Island position came open.  The Commission reacted favorably.

NEXT MEETING DATE: 
The next regularly scheduled meeting is scheduled for Tuesday, September 14, 2010 at 5:00 pm in the Caucus Room at City Hall, provided there is business to conduct.
 
ADJOURNMENT:
