Civil Service Commission - Minutes Tuesday, October 12, 2010
CALL TO ORDER:
The meeting was called to order at 5:05 pm at the City of Mercer Island Caucus Room, 9611 SE 36th Street, Mercer Island, WA.
Commissioners Blakney, Hill & King, Police Chief Holmes, Police Commander Jokinen, Police Commander Burns, Fire Chief Tubbs, and Deputy Fire Chief Heitman.
Absent: Chief Examiner Segle
Approval of Prior Meeting Minutes – The Commission reviewed the minutes of the meetings of January 12, 2010.
MOTION: Moved by King and seconded by Blakney to approve the minutes of August 10, 2010 as corrected. Motion carried.
Personnel Orders – There were none.
Police and Fire Rosters – Chief Tubbs reviewed the Fire Roster changes with the Commission. He reported that one (1) resignation occurred in the month of October 2010. There were no changes to the Police roster.
Certification of Fire Promotional Eligibility Lists – Chief Tubbs reported that the promotional testing for Fire Lieutenant and Battalion Chief went well.
MOTION: Moved by King and seconded by Blakney to certify the Fire Promotional Eligibility List. Motion carried.
Permission for Firefighter Entry-Level/Lateral Recruitment Process – Chief Tubbs requested permission to conduct a simultaneous lateral and entry-level recruitment process for the position of Firefighter. He stated that many Fire departments in the area are facing lay-offs of quality firefighters. This would be a great time to recruit qualified firefighters if or when a Mercer Island position came open. He further stated that staff wanted to conduct this simultaneous process in order to draw from the best candidates possible, whether they come from an entry-level list or a lateral list.
MOTION: Moved by Blakney and seconded by King to allow staff to conduct a simultaneous entry-level and lateral recruitment process for the vacant position of Firefighter, creating two separate hiring lists. Motion carried.
Upcoming Promotional Testing for Police Corporal and Sergeant – Check-in – Chief Holmes summarized elements of the upcoming Police promotional test. He reported that the Police Department was contracting with Mike Feldhausen to facilitate the testing process. The Commission provided permission for the promotional test at a previous Civil Service Commission meeting.
