Open Space Conservancy Trust - Minutes

Call To Order:
 
Chair Newman called the meeting to order at 6:02 pm in the City Council Chambers of City Hall.
 
Roll Call:
 
Trustees Elliot Newman, Robert Thorpe, Tina Lanzinger, Jane Brahm, Geraldine Poor, Joel Wachs and Aric Weiker were present.
 
Staff Present:
 
Bruce Fletcher, Parks & Recreation Director
Paul West, Parks Natural Resource Coordinator
Alaine Sommargren, Natural Resource Specialist
 
Minutes:
 
It was moved by Council Liaison Brahm, seconded by Trustee Poor, to:
Approve the minutes of August 9, 2012.
Motion passed 7-0

Regular Business:
 
 

  1. Letterboxing Update– Elliot Newman

 
Chair Newman gave a brief report on the activities of the Letterboxing program. Chair Newman reported that many letterboxes were stolen over the course of the program. There will be an awards celebration at the November trust board meeting with a cake and photo opportunity. Trustee Lanzinger offered to send out thank you notes, and Bruce Fletcher offered to assist Chair Newman with an application for a Rotary grant. Trustee Wachs suggested incorporating QR codes into the program.
 
 

  1. Tree Damage by Contractor Follow Up – Paul West

 
Paul West reported that the City is still in negotiations with the contractor.
 
 

  1. Root Rot Protocol Development Follow Up – Paul West

 
Paul West went over the staff report and the proposed action therein.
 
It was moved by Trustee Thorpe, seconded by Council Liaison Brahm, to:
 
Approve the staff recommendation based upon the items shown on page 5 of 13 in the staff report of the agenda of September 13th.
 
Motion passed 7-0
 
 

  1. By-Laws Revisions Follow Up – Paul West

 
Paul West reviewed the changes made to the by-laws since the last meeting which are detailed in the staff report after consulting with the City Attorney. Chair Newman suggested “5 of 7” be added in parenthesis under item V. Amendments after “two-thirds”. As the by-laws require a two week notification for review of revisions, Paul West recommended the revisions be considered for adoption at the November meeting.
 
 

  1. Citizen Comment Follow Up – Paul West

 
Paul West reviewed the content of the letter that was included in the agenda packet and presented to the City Council at the September 4th meeting. Paul reported that Alaine Sommargren, Natural Resource Specialist and Jason Kintner, Parks Superintendent met with Ms. Parsons in Pioneer Park for about an hour to discuss her concerns before this letter was presented to the City Council.  Alaine Sommargren extended an invitation to Ms. Parsons to attend an Open Space Conservancy Trust Board Meeting.
 
Paul went through the recommendations in the letter and addressed each to the Trustees. Council Liaison Brahm offered to send a brief letter to Ms. Parsons acknowledging her suggestions.
 
 

  1. Trail Signage – Paul West

 
Paul West reviewed the history of the topic of trail signage in Pioneer Park with the Trust Board. The Trustees discussed some pros and cons of trail signage and will probably discuss it again at a later meeting.
 
 

  1. Next Meeting – Elliot Newman

 
The next meeting is scheduled for November 8th, 2012. Trustee Thorpe stated he would not be able to attend.
