Design Commission - Minutes     
Wednesday, October 09, 2013

Chair Richard Erwin called the meeting to order at 7:08 PM in the Council Chambers, 9611 SE 36th Street, Mercer Island, Washington. 
Chair Richard Erwin, Commissioners Susanne Foster, Lara Sanderson, and Hui Tian were present. Commissioners Lara Sanderson, Tami Szerlip, and Vice-Chair Colin Brandt were absent.
George Steirer, Principal Planner, was present.  
The Design Commission reviewed the minutes from the September 4, 2013 meeting. The minutes were approved unanimously as written.
Preliminary Design Review for and eighteen unit multifamily condominium development (DSR13-015)
George Steirer provided a very brief summary of the project, procedural information, and explained why the association variance (VAR13-002) must be discussed at the open record hearing at the Final Design Review Hearing, rather than this meeting. 
Charlie Conner, of Conner Homes, 846 108th Ave NE, Bellevue, WA 98004, spoke about the development.
Eric Beckes, property owner, (no address given) provided testimony on behalf of the applicant regarding the property.
Steve Calhoon, of Pace Engineers of 11255 Kirkland Way #300  Kirkland, WA 98033, provided the details of the application on behalf of the applicant.
Larry Hamlin of 2980 76th Ave SE spoke regarding the variance and some design standards.
Margi Offer 2980 76th Ave SE read a statement into the record regarding the height of the building.
Larry Sarchin of 2980 76th Ave SE spoke regarding parking, traffic, and runoff of the proposed development.
Phyllis Ayers, lives at “Island Air” (no address provided), spoke about traffic and parking at her residence.
Jean Miller 2920 76th Ave SE, spoke in support of the development.
Penelope Schwartz, of Windermere Real Estate (no address was given), listing agent for neighboring development, requested a resolution on the application quickly.
Charlie Conner spoke to some of the comments from the public.
Larry Sarchin had a question of Charlie Conner.
Harold Peterson of Pace Engineers stated the life of the wall would exceed 40 years or more.
Chair Erwin closed the public comment at 7:58 pm.
The Design Commission discussed the proposal including questions of the applicant and staff.
Commissioner Foster motioned to grant preliminary design approval for a proposed 18 unit townhouse development as depicted in Exhibit 5 and as conditioned during the Design Commission meeting.
Commissioner Laszlo seconded the motion. The motion passed with 4 yeas and 0 nays.
A Council Liaison report was not given.
Staff had no additional comments.
The next regularly scheduled meeting is October 23, 2013.
ADJOURNMENT: Chair Erwin adjourned the meeting at 9:41 PM.
