Open Space Conservancy Trust - Minutes

Call To Order:
 
Chair Wachs called the meeting to order at 6:00pm in the Council Chambers of City Hall.
 
Roll Call:
 
Chair Wachs, Vice Chair Poor, Trustee Lanzinger, Trustee Newman, Secretary Weiker, and Trustee Christy were present. Council Liaison Senn was absent.
 
Staff Present:
 
Jason Kintner, Parks Superintendent
Paul West, Parks Natural Resource Manager
Alaine Sommargren, Natural Resources Specialist
 
Minutes:
 
It was moved by Secretary Weiker, seconded by Trustee Newman, to:
 
Approve the minutes of July 17, 2014.
 
Motion passed 6-0
 
Appearances:
 
There were no public appearances.
 
Regular Business:
 
  1. Bylaw Revision Paul West
 
Paul West reviewed the bylaw revisions requested by the Trustees at the last meeting. Ali Spietz, City Clerk, also recommended a few small changes for consistency, which Paul pointed out.
 
It was moved by Trustee Newman, seconded by Trustee Lanzinger, to:
 
Approve the revisions to the bylaws.
 
Motion passed 6-0
 
  1. Letterboxing Update Joel Wachs
 
Vice Chair Wachs reported that he contacted Diane Mortenson and Elizabeth and Kim (volunteers) and that only four completed books have been turned in as of last week. He also reported that he put the volunteers in touch with Secretary Weiker regarding the potential Boy Scout project for creating new letterbox containers. Secretary Weiker has looked over some pictures of various types of letterboxes and is looking for a scout who might be interested in taking on the project.
 
           
  1. Dog Off-Leash Update Jason Kintner
 
Jason Kintner distributed for review a draft memo from the Chair to the City Council. Jason reported that the number of complaints have diminished but staff continues public outreach efforts. The Parks & Recreation Department is hosting a free voice control class that will take place at Luther Burbank. There are already 20-21 people registered already. The memo will go to the City Council next week for their review. Chair Wachs reported that he will be meeting with Dan Grausz to discuss the proposed changes since he was instrumental in the development in the original leash rules in Pioneer Park. The Trustees discussed the memo for clarification and recommended a few edits.
 
  1. Canopy Sustainability Part 2 Paul West
 
Paul West reported that he and Alaine Sommargren attended a conference at the University of Washington on Climate Change and Urban Forestry. He gave an overview of the relevant information presented at the conference, and discussed the potential issues that may need to be addressed in the future.
 
  1. Open Space Vegetation 10-Year Update Paul West & Alaine Sommargren
 
Paul West reported that he is getting a webpage set up to get citizen input on the Open Space Vegetation Plan going forward. Paul reminded the Trustees that staff have been doing an evaluation of the last ten years of vegetation management that has been done in Pioneer Park. A presentation will be given at the next meeting with the results of that evaluation. Paul reported that any updates to the Open Space Vegetation Plan will go to Council in the first quarter of 2015. Trustee Newman expressed his interest in getting public input before presenting to Council. Trustee Lanzinger suggested that staff notify former Trustees and/or other interested citizens to attend the next meeting. Paul requested that an October meeting be scheduled for the presentation. Paul said he would send out an email to determine a meeting date. Alaine shared with the Trustees some interesting preliminary data.
 
  1. Field Meeting Paul West
 
Paul West let the Trust Board know that he and Chair Wachs will be having a field meeting with Julie (a retired Weyerhaeuser forest planner) in the near future to get her perspective.
 
  1. Quadrant Reports Trustees
 
Chair Wachs relayed that Council Liaison Senn had nothing to report in the SE Quadrant. Trustee Lanzinger reported a downed tree across a path and the tree was removed promptly. She also said there were a number of other fallen trees, and that the owl is back. There were no other reports. Chair Wachs said that quadrant reports are assigned as follows: NW Quadrant Trustee Christy & Trustee Newman, NE Quadrant Vice Chair Poor & Secretary Weiker, SE Quadrant Trustee Lanzinger & Council Liaison Senn. Vice Chair Poor said she would also report on the East Side of the Engstrom Loop.
 
  1. Next Meeting Chair
 
There will be a special meeting scheduled in October. The next regular meeting is scheduled for November 20, 2014.
