Design Commission - Minutes     
Wednesday, November 12, 2014

CALL TO ORDER:
Vice-Chair Colin Brandt called the meeting to order at 7:05 PM in the Council Chambers, 9611 SE 36th Street, Mercer Island, Washington. 
 
ROLL CALL:
Vice-Chair Colin Brandt, Commissioners Susanne Foster, Daniel Hubbell and Hui Tian were present. Chair Richard Erwin, and Commissioners Tami Szerlip and Lara Sanderson were absent.
 
STAFF PRESENT:
George Steirer, Principal Planner and Will Piro, Planning Technician were present.
 
MEETING MINUTES APPROVAL:
The Design Commission reviewed the minutes from the October 08, 2014 meeting. Vice-Chair Brandt motioned to approve the minutes. Commissioner Tian moved to amend the minuets to reflect her presence at the October 8th, 2014 meeting.  Commissioner Hubbell seconded the motion. The minutes, as amended, were approved unanimously.
 
REGULAR BUSINESS:
Agenda Item #1: Final Review - Mercer Island Middle School – 8225 SE 72nd Street (DSR14-020)
The Design Commission conducted the public hearing and final design review approval regarding the construction of the Middle School.
 
David Van Galen and Amy Vanderhorst with Integrus Architecture made a presentation titled, “Response to October 8th – Preliminary Design Commission Review”.  This presentation addressed changes to 14 items, based on comments made by the Design Commission on October 8th. Jennifer Mundee of Cascade Design Collaborative supported this presentation by responding to questions about the landscape plan and plant decisions.
 
Applicants noted additional changes, not provided in the application materials submitted. In Exhibit 2, on the south exterior elevation, the two sets of double doors have been shifted east along the exterior. On the west exterior elevation, the two single exit doors on the gymnasium have been removed. A single set of the double doors to the north have been shifted to the south end of the building. 
 
George Steirer, Principal Planner answered questions from the Design Commission.
 
The Design Commission asked questions of the applicant.
 
The Design Commission agreed to add the following conditions of approval:
 
A. The applicant is required to use the plants listed in the “west buffer” list as screening between the detention pond and the west campus as presented verbally during this meeting November 11th, 2014.
 
B. Shrubs should be located 4 feet from hydrants and trees should be located 8 feet from water pipeline.
 
Vice-chair Brandt opened public hearing comments portion of the agenda item. No one requested to speak.  Vice-chair Brandt closed the public meeting portion of the agenda item.
 
Commissioner Daniel Hubbell moved to grant final design review approval for the construction of the Middle School, as depicted in the exhibits in 1 and 2 as conditioned by the November 12, 2014 staff report to the Design Commission, along with the 2 required conditions of approval and the 5 recommended comments. Commissioner Tian seconded the motion.  The motion passed unanimously.
 
OTHER BUSINESS:
Staff had no additional comments.
 
PLANNED ABSENCES FOR FUTURE MEETINGS:
No planned absences were noted.
 
ANNOUNCEMENTS AND COMMUNICATIONS
There will likely be no meeting on November 26, 2014.
 
ADJOURNMENT: Vice-Chair Brandt moved to adjourn the meeting.  Commissioner Hubble seconded the motion.  The motion passed unanimously.  The meeting was adjourned at 8:23 PM.
