Open Space Conservancy Trust - Minutes

Call To Order:
Chair Wachs called the meeting to order at 6:29pm in the Mercer Island Community & Event Center.
Roll Call:
Chair Wachs, Vice Chair Poor, Secretary Weiker, and Trustee Christy were present. Council Liaison Senn, Trustee Lanzinger and Trustee Newman were absent.
Staff Present:
Jason Kintner, Parks Superintendent
Paul West, Parks Natural Resource Manager
Alaine Sommargren, Natural Resources Specialist
Matt Distler, Natural Resources Assistant
The minutes presented in the agenda packet could not be approved due to the lack of a quorum. They will be presented again at the next regular meeting.
Robert Thorpe, former Trustee, reported that he has been working with the Parks & Recreation Department on Scout project management in a volunteer capacity.
Liz Sanderson, former Trustee, reported she will be presenting in Sacramento and plans to share our success with the Letterboxing program. She also reported that all the copies of “Pioneer Park – A Natural History” book have been sold at Island Books.
Regular Business:
  1. Letterboxing Wrap Up – Paul West
Paul West opened up the opportunity to review the 2014 program and discuss anything that might need to be done before the 2015 program begins. Trustee Weiker reported that they may have a Scout who is interested in taking on the Letterboxing design project for 2015.
  1. Open Space Vegetation Plan Management Recommendations – Paul West & Matt Distler
Paul West reported that the results of the 10 year evaluation indicates the significant progress has been made in reducing invasive plant populations and efforts made to prevent regeneration is showing signs of success. The regeneration of conifers have doubled or tripled as well. Staff is using this data to determine how to go forward. Paul presented the recommendations in the staff report based on feedback given by Trustees at the last meeting. There was discussion and questions about some of the recommendations. Matt Distler addressed the Trustees about developing an Open Space adaptation strategy. He reviewed a number of issues under consideration that are included in the staff report.
  1. 2015 Work Plan – Paul West
Paul West mentioned a couple of items that were modified from the 2015 Work Plan in the agenda packet. He asked for any suggestions to add to the plan which could be emailed or brought up in the January meeting when the work plan will be finalized.
  1. Quadrant Reports – Trustees
Chair Wachs reported he saw a lot of dogs in the NW Quadrant. Jason reported that there were a few trees that came down in the recent windstorm. Jason also reported that he has asked for the leash letter that came from the Trustees to be addressed at a future Council Meeting. Chair Wachs reported that he talked to two Council members about it as well. Vice Chair Poor reported seeing many on and off lease dogs in the NE and NW quadrants and noticed a number of plants staged for planting. Alaine reported there was a large planting project that took place in the NE quadrant last weekend.
