Open Space Conservancy Trust - Minutes Thursday, November 19, 2015
Call To Order:
Chair Poor called the meeting to order at 6:31pm in the Council Chambers at City Hall.
Chair Poor, Vice Chair Weiker, Secretary Lanzinger, Council Liaison Pottmeyer, Trustee Christy, and Trustee Westberg were present. Trustee Newman was absent.

It was moved by Secretary Lanzinger, seconded by Trustee Westberg, to:
Approve the minutes of September 17, 2015.
Motion passed 5-0 with one abstention.
Before the meeting commenced, Diane Mortenson recognized the families that came to celebrate the completion of the 2015 Letterboxing Program. Letterboxing Committee member, Elizabeth Cross Nichol, mentioned some of the successes 2015 program and distributed certificates. Refreshments were served.
Scout Trail Signage Update – Vice Chair Weiker
Vice Chair Weiker reported that the scout working on this project, Abe Newman, has been working with The Boy Scouts on the approval process. Vice Chair Weiker believes that Abe will have more to share in a few weeks, and will be working with Paul West to make sure the signs meet the criteria.
Paul West referred to the letter that was distributed written by former Trustee, Don Cohen. Chair Poor summarized his concerns, and invited the Trustees to discuss it. Several Trustees had clarifying questions, and some ideas for how to get feedback on the signs were discussed. There was a consensus that the signs should be reviewed in a year to evaluate the success of the pilot project. Trustee Lanzinger requested that Paul send the Trustees a draft of the signs once a design has been made so the Trustees can give feedback on it.
Trail User Code - Draft – Alaine Sommargren
Alaine Sommargren requested Trustee feedback on the draft of the Trail User Code distributed in the agenda packet. Several points were discussed.
2016 Work Plan – Alaine Sommargren
Alaine Sommargren requested Trustee feedback on the draft of the 2016 Work Plan. After a brief discussion, a couple of items were added to the Work Plan. Alaine said that additional items can be proposed via email, and the final 2016 Work Plan will be adopted at the first meeting of the year.
Quadrant Reports – Trustees
Trustee Westberg reported a snag down in the Northwest Quadrant, and a large branch of a maple is down in the NE corner. These items have since been cleared. Secretary Lanzinger reported some large pieces of gravel on the trail that might need to be raked off the trail in the SE Quadrant. There were no other reports.
