Chair Poor called the meeting to order at 6:04pm in the Council Chambers at City Hall.
Chair Poor, Vice Chair Weiker, Secretary Lanzinger, Council Liaison Sanderson, Trustee Christy, Trustee Newman and Trustee Westberg were present.

It was moved by Trustee Westberg, seconded by Vice Chair Weiker, to:
Approve the minutes of November 19, 2015.
Motion passed 7-0.
Elma Borbe made remarks about park land preservation.
- 2016 Work Plan – Alaine Sommargren
Trustees reviewed the updated work plan. There was discussion of moving the Juanita Woods site visit to late spring or early summer. The board discussed the Outdoor Preschool item and what history led to it being included in the workplan.
- Scout Trail Signage Update – Alaine Sommargren
Alaine showed picture of the installed posts and discussed the status of the project. Signs are expected to be completed by mid February. Alaine will send pictures of the final product to the trustees.
- Trail User Guidelines – Alaine Sommargren
Alaine presented the revised guidelines with additions for dogs and off trail use. A request was made to add a sentence about picking up dog waste. Moved by Lanzinger and seconded by Trustee Newman to adopt the Trail User Guidelines. Motion passed 7-0.
- Dog off-Lease Update – Paul West
Paul presented the emails about recent off leash problems in Pioneer Park. Discussion of various options followed. Trustees weigh the relative merits of adding the Northwest quadrant as an on-leash park area, versus swapping this with the Northeast quadrant which is currently an on-leash park area. Trustee Newman moved that the Trust board recommend to the City Council that the Northwest quadrant be designated an on-leash park area. Trustee Westberg seconded. The motion passed 7-0.
- Engstrom Tree Removals – Alaine Sommargren
Alaine reported that eleven trees are scheduled to be removed along East Mercer Way in the Engstrom Open Space. These trees are a high risk of failure and target the road and powerlines. The cost of these removal will be high because of the location. The cost will be borne by the Open Space program, but will not impact restoration work in Trust properties.
- Leap For Green - Chair Poor
The Trust board discussed having a presence at Leap for Green on April 16. The Trust discussed past displays and activities. The trust determined to have a rubber stamp making activity that ties in with Letterboxing. This will be discussed at the next meeting.
- Quadrant Reports
Trustee Lanzinger reported that plantings in the Southeast quadrant looked good. No major tree losses in recent storms. Trustee Westberg and Christy reported that the perimeter trail in the NW quadrant is looking good. Chair Poor reported that the Northeast quadrant trails are muddy, but there are no major issues.
