Design Commission - Minutes Wednesday, October 12, 2016
CALL TO ORDER:
Vice-Chair Brandt called the meeting to order at 7:04 PM in the Council Chambers, 9611 SE 36th Street, Mercer Island, Washington.
Vice-Chair Colin Brandt; Commissioners Anthony Perez; Tami Szerlip, Lara Sanderson, Susanne Foster were present. Commissioner Hui Tian arrived at 7:11pm. Chair Richard Erwin was absent.
Evan Maxim, Planning Manager; Christina Schuck, Assistant City Attorney; Nicole Gaudette, Senior Planner; Lauren Anderson, Assistant Planner; and Robin Proebsting, Senior Planner were present.
MEETING MINUTES APPROVAL:
The Commission reviewed the minutes from the August 31, 2016 meeting. Vice-chair Brandt noted that he abstained from voting on the July 27, 2016 minutes because he had been absent from that meeting. Commissioner Szerlip made a motion to adopt the minutes as amended. The motion was seconded by Commissioner Foster. The minutes were approved as amended by a vote of 5-0.
Agenda Item #1: Final Design Review Aegis Assisted Living Community – 7445 SE 24th Street
Christina Schuck, Assistant City Attorney, informed the Commission of the quasi-judicial nature of this agenda item and asked the Commissioners to answer questions concerning the Appearance of Fairness Doctrine. None of the Commissioners noted a conflict of interest nor ex-parte communication with the applicants.
Evan Maxim, Planning Manager, provided a brief introduction. Vice-chair Brandt opened the public hearing. No member of the public spoke at the public hearing. Vice-chair Brandt closed the public hearing.
Evan Maxim, Planning Manager, provided a staff presentation and responded to a question from the Commission about screening requirements.
Bryon Ziegler, Aegis, gave an overview of Aegis and the remarks on the progress of the project.
Molly Wolf, Ankrom Moisan gave a presentation and responded to questions from the Commission regarding design changes made in response to previous feedback received by the Commission.
Roby Snow, LA Studio LLC, Landscape Architects, gave a presentation providing responses to previous feedback received by the Commission.
Molly Wolf and Bryon Ziegler responded to questions from the Commission regarding for sign design and the Commission offered guidance for the future administrative design review.
Commissioner Sanderson moved to grant the Aegis Assisted Living Community final design approval for construction of a new building, parking, site improvements, and landscaping for an assisted living community located at 7445 SE 24th Street, as shown in Exhibit 1, and as conditioned by the October 6, 2016 staff report to the Design Commission, and as further conditioned to require the general design vision to be adhered to as reflected on page 49 on the September 20, 2016 final design drawings represented in Exhibit 1 and reflecting the discussion regarding illumination.
Commissioner Tian seconded the motion. The motion passed unanimously (6-0).
Evan Maxim, Planning Manager, prompted a conversation with the Design Commission regarding how staff can best support the Design Commission’s decision-making.
OTHER BUSINESS: None
PLANNED ABSENCES FOR FUTURE MEETINGS: Commissioner Sanderson will be absent from the November 9th and January 11th meetings.
ANNOUNCEMENTS AND COMMUNICATIONS: Vice-Chair Brandt noted that the kick-off meeting for the Residential Design Standards project will be held October 26, 2016, 6:30-8:30pm at the Mercer Island Community and Events Center.
The next scheduled meeting is November 9th, 2016.
