Design Commission - Minutes

CALL TO ORDER: Chair Richard Erwin called the meeting to order at 7:05 PM in the Council Chambers, 9611 SE 36th Street, Mercer Island, Washington.
Chair Richard Erwin, Commissioners Suzanne Zahr, Tami Szerlip, Anthony Perez and Colin Brandt were present. Commissioners Hui Tian and Susanne Foster were absent.
Evan Maxim, Planning Manager; Nicole Gaudette, Senior Planner; Andrea Larson, Administrative Assistant were present. 
The Commission reviewed the minutes from the October 11, 2017 meeting.  The minutes were approved as written by a vote of 5-0-1, commissioner Brandt abstained.
Agenda Item #1: Design Review DSR17-018 Sano Café Design Review
Nicole Gaudette, Senior Planner, provided a brief staff presentation on the project.  The proposal is for the signage review for Sano café, including proposed exterior building changes, and outdoor seating area.
The Design Commission reviewed the design of the building facade, outdoor seating area and fencing, and sign. 
The applicant arrived at 7:27pm.  Lisa Nordstrom with Sano bar represents for Sano Café.  Ms. Nordstrom answered questions regarding the outdoor seating area design.
Applicant wants to trim branches on the tree to not obstruct sign.  Chair Erwin, recommends that applicant needs to speak with City Arborist before trimming tree.
The Design Commission discussed the outdoor seating area design, the brightness of the proposed sign, and the design of the building façade. 
Break for recess was taken at 8:15pm. The Commission reconvened at 8:30pm.
Ms. Nordstrom’s construction company is DME Construction, represented by Eric Olvengren over the phone.  Mr. Olvengren confirmed that the proposed windows in the new façade will be slightly lower than the existing window height.  Commissioner Zahr noted that the current elevation drawing is inaccurate.
Break for recess at 8:44pm.  Eric Olvengren, Demi Construction arrived at 8:45pm. The Commission reconvened at 9:00pm.
Ms. Nordstrom stated that the shop drawing states that the window is 8’11”.  The shop drawing is on page A.4 in the packet.  The Design Commission noted that there were inconsistencies within the design drawings that hampered approval and recommended to the applicant that the meeting should be turned into a study session.
Ms. Nordstrom agreed to turn tonight’s meeting into a study session and requested a meeting on November 29 to complete the design review and approval.
Chair Erwin states that tonight’s meeting is being changed into a study session.
The Design Commission provided the following recommendations to the applicant:
  • Sign- Be specific about lumens requirements and beam spread and light spread.Encourage bringing logo design to the sign.Contact Arborist before removing any portion of the tree in front of the establishment.
  • Façade- Correct the drawings.The drawings should match the construction plans.Lower header by a minimal amount.No more than 3”.Provide larger depictions of the drawings.The drawings should more accurately depict existing conditions.Look at anodized bronze for continuity with other store fronts, or make the other trim match the adjacent tenant spaces.
  • Outdoor seating-Remove outdoor lighting from plans.Clarify that cedar slats will be on both sides of the aluminum supports.Shorten the return of the fence to be no longer than the bench.Consider breaking up some of the “cedar” with plantings.Possibly place a planter (not a pot) at each end of the bench.Accurately indicate size of cedar slats and spacing between slates.Fence maximum height of 42” is supported.A top cap on top of the slats.
Special Meeting for November 29th, still need to confirm venue for the special meeting. 
Chair Erwin will not be here for December 13th.
The next scheduled meeting is for November 22, 2017.
