APPROVAL OF MINUTES:
Moved by Winterbauer and seconded by Taylor to approve the minutes of November 14, 2000 as corrected. Motion carried.
NOVEMBER AND DECEMBER POLICE AND FIRE ROSTERS:
Police Commander Elsoe explained the changes to the Police Roster. Officer Scott Hyderkhan was hired on November 11, 2000, and Shaunn McClellan was terminated effective December 31, 2000. Police Commander Elsoe explained that Officer McClellan was not successful in passing his probationary period. Fire Commander Mauldin explained the changes to the Fire Roster. He noted the change in title for the Captains to Battalion Chiefs. Firefighters Curt Groscost, Stephen Mair, and Robert Barden were promoted to the new rank of Company Officer on November 30, 2000. Battalion Chief Walt Mauldin was appointed to Fire Commander, effective December 22, 2000.

MINOR CHANGES TO SECTION 2: CLASSIFIED SERVICE AND CORRECTION TO SECTION 7, SUBSECTION C, QUALIFICATIONS FOR POLICE OFFICER AND FIREFIGHTER - OF THE CIVIL SERVICE RULES:
Secretary Segle reviewed the minor changes to the sections noted.
MOTION: Commissioner Winterbauer moved and Commissioner Blakney seconded to approve and accept the minor language changes as written. The motion carried.
JOINT FIREFIGHTER ELIGIBILITY FINAL LIST 2000:
Fire Commander Mauldin briefed the Commission on the current interview process. He noted that the top two candidates are Alec Munro and Ray Austin, both of which are current Mercer Island Auxiliary Firefighters.
DISCUSSION OF ARTICLE - "EASTSIDE FACES COP SHORTAGE":
Police Commander Elsoe reviewed the article with the Commission. He said that the article demonstrated the recruitment struggles that have been a challenge for us.
ENTRY-LEVEL POLICE TESTING:
(1) Police Commander Elsoe handed out a copy of the current police candidate list, resulting from the last testing process. Additionally, he handed out a copy of a memorandum, written to the Commission by Chief Deveny, recommending initializing another testing process to create a new hiring list.
MOTION: Commissioner Winterbauer moved and Commissioner Taylor seconded to support Chief Deveny's recommendation to begin another Police testing process. The motion carried.
Police Commander and Personnel/Training Sergeant Holmes reviewed the testing process with the Commission. Police Commander Elsoe requested the Commissions permission to begin the advertising process for the Police recruitment process.
MOTION: Commissioner Winterbauer moved and Commissioner Blakney seconded to allow staff to advertise for the Police recruitment process. The motion carried.
REVIEW OF A NEW TESTING PROCESS FOR ENTRY LEVEL POLICE OFFICERS:
Police Commander Elsoe recommended that the Commission invite John Walters, founder of PublicSafety.com, and Mukilteo Police Chief for ten years, to a future meeting to present his program for centralized police recruitment testing. Police Commander Elsoe and Personnel/Training Sergeant Holmes reviewed the cost of testing, the challenges of testing, and the possible benefits of a centralized testing process. The Commission agreed to hear a presentation by Mr. Walters in the near future.
