The meeting was called to order at 5:20 p.m. at the City of Mercer Island Caucus Room, 9611 SE 36th Street, Mercer Island, WA.

APPROVAL OF MINUTES:
Moved by Blakney and seconded by Winterbauer to approve the minutes of March 13, 2001 as submitted. Motion carried.
The Commission reviewed the personnel orders for March and April with staff.
MARCH AND APRIL POLICE AND FIRE ROSTERS:
Police Commander Elsoe explained that the only change to the March roster was the retirement of Officer Lowell Forsman effective March 14, 2001. There were no changes to the April Police roster. There were no changes to the March and April Fire rosters.
RESULTS OF ENTRY-LEVEL POLICE TESTING PROCESS:
Staff explained that Officer James Robarge, an assessor in the interview process became ill after the second day of three days of interviews with the entry-level Police candidates. Staff further explained that Robarge's absence left only two raters to assess candidates on the third day. In order to maintain an equitable process, staff made the decision to throw out Robarge's assessments of the candidates interviewed on days one and two. It was believed that the process was valid because the remaining two assessors were a Sergeant from another jurisdiction and a Mercer Island Sergeant, both experienced in the entry-level police interview process. It was also explained that staff believed that the outcome of the eligibility list would not have been different had Robarge been able to complete the interview process.
The Commission agreed that the process was reasonable in determining the eligibility list.
Sergeant Holmes explained that three candidates (Arturo Munoz, David Mazzotta, and Jonathan Crane) had withdrawn since the list was established.
MOTION: Moved by Winterbauer and seconded by Blakney to certify the Entry Level Police Officer Eligibility List dated May 8, 2001.

Chief Deveny distributed to the Commission a copy of the letter that he had sent to Sharon Tolton, Deputy Director of The Criminal Justice Training Commission in regards to his concerns about the new physical ability test used as an entrance requirement at the Basic Law Enforcement Academy.
The next Regular Meeting is scheduled for Tuesday, June 12, 2001 at 5:00 p.m., in the Caucus Room at City Hall.
