The meeting was called to order at 5:00 p.m. at the City of Mercer Island Wizard Room, 9611 SE 36th Street, Mercer Island, WA.

APPROVAL OF MINUTES:
Moved by Hill and seconded by Blakney to approve the minutes of August 14, 2001 as submitted. Motion carried.
The Commission reviewed the personnel orders for August with staff.
AUGUST POLICE AND FIRE ROSTERS:
There were no changes to the August Police roster. There were no changes to the August Fire roster.
FIRE ELIGIBILITY LIST:
Chief Deveny and Commander Mauldin reviewed the current Fire eligibility list with the Commission. Chief Deveny explained that many of the candidates on the list had been hired by other agencies or had background problems that eliminated them from receiving a job offer. He asked the Commission to consider authorizing staff to interview the next twenty-(20) eligible candidates from the Regional Joint Firefighter Recruitment List in order to update our Fire Eligibility list with an adequate amount of potential recruits.
MOTION: It was moved by Blakney and seconded by Hill to authorize staff to interview the next highest scoring twenty-(20) candidates from the Regional Joint Firefighter Recruitment List, in order to update the Mercer Island Fire Eligibility List. Motion carried.
POLICE TESTING OPTIONS AND DISCUSSION:
Chief Deveny explained that the current Police Officer Eligibility List is close to exhaustion. He further explained that there are possibilities in the next year of expanding our Marine Patrol, which would require us to hire a couple of new Officers on short notice. He told the Commission that staff would like to discuss recruitment options around doing a lateral recruitment, entry-level recruitment, or both together. Sergeant Holmes shared that he had researched how many jurisdictions in the State were conducting lateral recruitments and their results. He stated that most jurisdictions were not having much luck in finding candidates while conducting strictly lateral recruitments. Commissioner Hill discussed the possibility of offering incentives for lateral recruits to apply. Chief Deveny explained that staff was leaning toward conducting a dual (entry-level and lateral) recruitment. He further explained that the Civil Service Rules would need to be amended if the Commission authorized a dual recruitment process. He stated that in the future, we could have three lists at one time; one entry-level list, one lateral list, and one Police Corp list. Staff indicated that if the Commission approved a dual recruitment, they would research the appropriate rule changes and proper steps in proceeding accordingly. Furthermore, staff said that they could start recruiting and come back to the Commission with details at the October 9, 2001 Civil Service meeting.
MOTION: It was moved by Hill and seconded by Blakney to amend the Civil Service Rules and authorize staff to conduct a dual, entry-level and lateral, Police Officer recruitment process commencing immediately. Motion carried.
