Call To Order

Mayor Merkle called the meeting to order at 6:08 pm in the Council Chambers of City Hall, 9611 SE 36th Street, Mercer Island, Washington.

Roll Call

City Councilmembers Susan Blake, Bryan Cairns, Sven Goldmanis, Dan Grausz, El Jahncke, Jim Pearman, and Mayor Alan Merkle were present.

Appearances

Myra Lupton, 3443 72nd Place SE, asked the Council which projects on Mercer Island have been put on hold because of the economy. Ms. Lupton specified her comment from a previous meeting about the MI community not being the same as it was several years ago. She urged the Council to fix the house in Luther Burbank Park and have a caretaker live there in 2003. Ms. Lupton believes that the revenue situation for the City is going to get worse before it gets better and asked the Council to retain all cash reserves.

Special Business

AB 3723 Public Hearing: 2003-2004 Budget Adoption
Finance Director Joanne Sylvis outlined the budget hearing schedule and addressed changes in the budget as recommended at the November 18, 2002 meeting. Ms. Sylvis summarized the proposed ordinances and resolutions for Council's consideration.

The Mayor opened the Public Hearing.

There was no public comment.

The Mayor closed the Public Hearing.

It was moved by Councilmember Cairns; seconded by Councilmember Goldmanis to:

Pass Resolution No. 1309 a resolution of the City of Mercer Island, Washington establishing rates and connection charges for sewerage disposal services supplied by the City of Mercer Island effective January 1, 2003, and thereafter.

The Chair put the question on the motion; Motion Passed 7-0.


It was moved by Councilmember Blake; seconded by Councilmember Pearman to:

Pass Resolution No. 1307 a resolution of the City of Mercer Island, Washington establishing classifications of water users and a schedule of charges for water usage, establishing a schedule of rates for fire service, establishing a schedule of special service charges, establishing meter and service installation charges, establishing connection charges for the City of Mercer Island effective January 1, 2003, and thereafter.

The Chair put the question on the motion; Motion Passed 7-0.


It was moved by Councilmember Cairns; seconded by Councilmember Blake to:

Pass Ordinance No. 02-15 authorizing an increase in property tax revenue for 2003.

The Chair put the question on the motion; Motion Passed 7-0.


It was moved by Councilmember Blake; seconded by Councilmember Goldmanis to:

Pass Ordinance No. 02-13 adopting a budget for the City of Mercer Island, Washington for the years 2003-2004 and setting forth in summary form the totals of estimated revenues and expenditures for each fund that must be budgeted.

The Chair put the question on the motion; Motion Passed 7-0.


It was moved by Councilmember Blake; seconded by Councilmember Cairns to:

Pass Ordinance No. 02-14 appropriating funds and fixing the amount of taxes to be levied for the year 2003.

The Chair put the question on the motion; Motion Passed 7-0.

Open Council Discussion
Councilmember Cairns would like to reserve $5 million of Capital Reserve Fund for the Community Center.

It was moved by Councilmember Cairns; seconded by Councilmember Goldmanis to:

Reserve the Capital Reserve Fund, in total, for the Community Center.

The Chair put the question on the motion; Motion Passed 7-0.


Mayor Merkle appointed Councilmembers Cairns, Pearman, and Jahncke, as chair, to the sub-committee for Parks and Recreation.

Mayor Merkle reminded the Council of the Suburban Cities Association Quarterly Meeting will be hosted by the City of Mercer Island.

Other Business

Executive Session:
At 7:04 pm, Council adjourned to Executive Session to discuss potential litigation.

Adjournment: 9:15 pm.
