The meeting was called to order at 5:00 p.m. at the City of Mercer Island Wizard Room, 9611 SE 36th Street, Mercer Island, WA.
Commissioners Blakney, Hill, and Winterbauer. Secretary/Chief Examiner Segle, Chief Deveny, Police Commander Elsoe, Fire Commander Mauldin, Personnel/Training Sergeant Holmes Absent: No Absences.
APPROVAL OF MINUTES:
Moved by Blakney and seconded by Hill to approve the minutes of September 11, 2001 as submitted. Motion carried.
The Commission reviewed the personnel orders for September with staff.
SEPTEMBER POLICE AND FIRE ROSTERS:
There were no changes to the September Police roster. There were no changes to the September Fire roster.
FIRE ELIGIBILITY LIST – PROCESS UPDATE:
Commander Mauldin and Sergeant Holmes briefed the Commission on the process of interviewing candidates from the Joint Firefighter Recruitment Consortium’s master list to update the City’s current Fire Eligibility List.
DUAL ENTRY-LEVEL AND LATERAL POLICE OFFICER RECRUITMENT PROCESS UPDATE:
Sergeant Holmes reviewed the recruitment schedule with the Commission. Each Commissioner was given a copy of the recruitment materials, along with the Lateral Police Officer Applicant Screening Sheet. Commissioner Winterbauer suggested that language be added to the sheet that explained that the scoring on the sheet is one of several factors in determining a final candidate in the hiring process. Chief Examiner Segle agreed to add such language to the form. Sergeant Holmes reminded the Commission that the closing date for the position is October 31, 2001. He further explained that he would know the results of the written test by the next Civil Service Commission meeting.
Winterbauer moved and Blakney seconded to authorize staff to proceed with a promotional eligibility test incorporating the new rank of Company Officer. Motion carried.

Fire Promotional Testing: Fire Commander Mauldin explained that the current Promotional Eligibility List had not been updated since the new Fire ranking structure had been modified to include Company Officer and the change of Captain to Battalion Chief. He explained that a new list was needed to include eligibility to the rank of Company Officer and that he needed the Commission to authorize the testing process.
The next Regular Meeting is scheduled for Tuesday, November 12, 2001 at 5:00 p.m., in the Caucus Room at City Hall.
