Call To Order

The meeting was called to order at 5:10 p.m. at the City of Mercer Island Caucus Room, 9611 SE 36th Street, Mercer Island, WA.

Roll Call

Commissioners Blakney and Hill. Secretary/Chief Examiner Segle, Chief Deveny, Police Commander Elsoe, Fire Commander Mauldin, Personnel/Training Sergeant Holmes Absent: Winterbauer

Regular Business

APPROVAL OF MINUTES:
Moved by Hill and seconded by Blakney to approve the minutes of October 9, 2001 as submitted. Motion carried.

PERSONNEL ORDERS:
The Commission reviewed the personnel orders for October and November with staff. Chief Deveny invited the Commission to attend the graduation of Jeff Magnan from the Academy on January 25, 2002.

OCTOBER AND NOVEMBER POLICE AND FIRE ROSTERS:
There were no changes to the October and November Police roster. There were no changes to the October and November Fire roster.

DUAL ENTRY-LEVEL AND LATERAL POLICE OFFICER RECRUITMENT PROCESS UPDATE:
Sergeant Holmes discussed the results of the recruitment process. He noted that the lateral applicant turnout was disappointingly low with a total of two possible final candidates.

The commission reviewed the scores of those candidates who passed both the written and physical tests. Sergeant Holmes passed out a copy of the language explaining how we interview the top 25 candidates from the Civil Service rules. Because there are tying scores in this process, the entry-level list includes 26 candidates to be interviewed. The Commission was asked to decide whether or not to include the two lateral candidates in the list of 26 or to add them to the list of 26, increasing the total number of interviews to 28. It was explained that if the Commission decided to include the two lateral candidates, then 2 of the entry-level candidates would drop off the list. Commissioner Blakney explained that her preference would be to add the two lateral candidates to the list of 26, and interview a total of 28 candidates, especially in light of the fact that the two entry-level candidates that would not make the list are both minority candidates. Commissioner Hill agreed with Commissioner Blakney and staff agreed to interview all 28 candidates.

Chief Deveny explained that he would like the Commission to consider changing the Civil Service Commission Rules from 3 interview panelists to 4 interview panelists for both the Police and Fire interview process. He explained that they would like to have a Police Officer sit in on the Firefighter interview process and a Firefighter sit in on the Police Officer interview process. He further explained that this change would be done on a trial basis through the current Police Officer and Firefighter interview processes. He said that the change would be evaluated and reported to the Commission to determine whether the change should be permanent.

MOTION:
Moved by Commissioner Blakney and seconded by Commissioner Hill to increase the total number of interview panelists from 3 to 4 for both the current Police Officer and Firefighter interview processes.

The next Regular Meeting is scheduled for Tuesday, January 15, 2002 at 5:00 p.m., in the Caucus Room at City Hall.
