The meeting was called to order at 5:03 p.m. at the City of Mercer Island Caucus Room, 9611 SE 36th Street, Mercer Island, WA.
Commissioners Blakney, Hill. Secretary/Chief Examiner Segle, Chief Deveny, Police Commander Elsoe, Personnel/Training Sergeant Holmes
Absent: Commissioner Winterbauer, Fire Commander Mauldin
APPROVAL OF MINUTES:
Moved by Hill and seconded by Blakney to approve the minutes of January 15, 2002 as submitted. Motion carried.
The Commission reviewed the January personnel orders.
JANUARY POLICE AND FIRE ROSTERS:
There were no changes to the January Police roster. There were no changes to the January Fire roster.
POLICE SERGEANT AND LIEUTENANT LIST:
Commander Elsoe passed out the current Police Sergeant Eligibility List and the Assessment Center proposal from JMF and Associates, which is the firm we used for the last promotional testing process. Commander Elsoe explained that it has been two years since our last promotional test and that the top three candidates have been promoted from the list. He further explained that there were several officers that were now eligible to take the test, so it would be a good time to go forward with a testing process. He also said that there were a few Sergeants that would now be eligible to take a promotional test for the Lieutenant position. Commander Elsoe explained that we used Mike Feldhausen’s firm, JMF and Associates to conduct the Assessment Center for the last process and that the cost was $3,800. He said that the Department was inclined to use the same firm if the cost was comparable, but knowing that it would be higher since two years had passed.
Commander Elsoe said that the assessment center portion of the last promotional testing made up 60% of the candidates’ score and the supervisor interview portion made up the additional 40%.
MOTION: Moved by Blakney and seconded by Hill to authorize staff to perform promotional testing, as proposed for both the Sergeant and Lieutenant positions.
NEW LANGUAGE – ORAL BOARD PARTICIPATION FOR POLICE OFFICERS AND FIREFIGHTERS:
Chief Examiner Segle presented Civil Service Rules draft language that increased the minimum number of participants for future Police and Fire oral board interviews. Corrections were suggested and Chief Examiner Segle was directed to bring back a draft with the corrections to the next meeting.
