The meeting was called to order at 5:05 p.m. at the City of Mercer Island Caucus Room, 9611 SE 36th Street, Mercer Island, WA.
Commissioners Hill and Maehara. Secretary/Chief Examiner Segle, Chief Deveny, Police Commander Elsoe, Fire Commander Mauldin.
Absent: Commissioner Blakney and Sergeant Holmes.
WELCOME COMMISSIONER GARY MAEHARA:
The staff welcomed Commissioner Maehara and described the roles and responsibilities of the Civil Service Commission.
APPROVAL OF MINUTES:
Moved by Hill and seconded by Maehara to approve the minutes of May 14, 2002 as submitted. Motion carried.
MAY PERSONNEL ORDERS:
The Commission reviewed the personnel orders submitted in May.
MAY POLICE AND FIRE ROSTERS:
There were no changes to the May Police roster. There were no changes to the May Fire roster.
VETERANS’ PREFERENCE POINTS APPLICATION IN PROMOTIONAL TESTING:
Chief Examiner Segle reminded the Commission that Officer Peter Erickson submitted a letter requesting veterans’ preference points be applied to his final promotional testing score for the current Police Sergeant Eligibility List. She further reminded the Commission that they had directed the City Attorney to provide an opinion as to whether or not the veterans’ preference points would be applicable in Officer Erickson’s situation. Chief Examiner Segle and City Attorney, Londi Lindell explained that the current Civil Service rules erroneously outlined the application of veterans’ preference points to promotional testing scores and advised the Commission to accept the proposed changes to the Civil Service Rules language, which correctly outline the application of veterans’ preference points to promotional testing scores. City Attorney Lindell further explained that the request by Officer Erickson to add veterans’ preference points to his final Police Sergeant Testing Score should be denied since he was not eligible for the preference points under any current definitions as outlined in RCW, Chapter 41.04. The Commission was advised to certify the current Police Sergeant Eligibility List as presented.
Motion: Moved by Hill and seconded by Maehara to amend the Civil Service Rules, Section 6, sub-section D and Section 8, sub-section C as proposed. Motion carried.
CERTIFICATION OF POLICE SERGEANT ELIGIBILITY LIST:
Staff recommended that the Commission certify the current Police Sergeant Eligibility List as presented.
Motion: Moved by Hill and seconded by Maehara to certify the Police Sergeant Eligibility List dated June 11, 2002 as presented. Motion carried.
UPDATE – FIREFIGHTER RECRUITMENT PROCESS:
Chief Examiner Segle updated the Commission on the current Firefighter recruitment process through PublicSafetyTesting.com. She stated that she would provide the Commission with the list of candidates who passed the written and physical test at the next regularly scheduled meeting.

Police Recruitment Efforts: Police Commander Elsoe passed out the current eligibility list for entry-level Police Officers. He stated that recruitment process for the list was conducted less than six months ago and the list was already exhausted. The Commission and staff discussed the current challenges in recruiting for Police Officers. Commander Elsoe explained the Jon Walters, President of PublicSafetyTesting.com would be presenting the benefits of testing for Police Officers through his company at the next Civil Service Commission meeting.
The next Regular Meeting is scheduled for Tuesday, July 9, 2002 at 5:00 p.m., in the Caucus Room at City Hall.
