The meeting was called to order at 5:08 p.m. at the City of Mercer Island Caucus Room, 9611 SE 36th Street, Mercer Island, WA.
Commissioners Blakney and Maehara. Secretary/Chief Examiner Segle, Chief Deveny, Police Commander Elsoe, Sergeant Holmes.
Absent: Commissioner Hill and Fire Commander Mauldin.
APPROVAL OF MINUTES:
Moved by Maehara and seconded by Blakney to approve the minutes of June 11, 2002 as submitted. Motion carried.
JUNE PERSONNEL ORDERS:
The Commission reviewed the personnel orders submitted in June.
JUNE POLICE AND FIRE ROSTERS:
There were no changes to the June Police roster. There were no changes to the June Fire roster.
PRESENTATION – JON WALTERS, PUBLICSAFETYTESTING.COM
Sergeant Holmes summarized the experiences, cost, and results of past entry-level police testing processes.
Jon Walters reviewed the services provided through PublicSafetyTesting.com. Commissioner Maehara inquired about test validity related to adverse impact on minorities. Chief Examiner Segle agreed to inquire about any challenges of the test and report back to the Commission.
The Commission engaged in a question and answer session with Mr. Walters in regards to the recruitment process through PublicSafetyTesting.com.
Chief Deveny explained that the Civil Service Commission Rules would require modification if the Commission approved the testing process through PubliSafetyTesting.com.
It was decided that the Commission would table the decision to contract with PublicSafetyTesting.com to provide testing service for police recruiting until Chief Examiner Segle could provide statistics of any adverse impact challenges made against the testing process used by PublicSafetyTesting.com
Chief Examiner Segle agreed to schedule a Special Meeting once the adverse impact information was obtained. It was agreed that the only agenda item for the Special Meeting would be a motion to approve or deny the authorization of staff to utilize the testing services as provided through PublicSafetyTesting.com.
REVIEW CANDIDATE LIST FOR ENTRY-LEVEL FIREFIGHTER RECRUITMENT PROCESS:
Chief Examiner Segle passed out the list of entry-level Firefighter candidates as provided by PublicSafetyTesting.com. It was explained to the Commission that Mercer Island did not currently have a position open, but the list would be utilized if a vacant position were foreseen.
REVIEW CIVIL SERVICE BUDGET:
Staff reviewed the Civil Service Budget with the Commission.

A Special Meeting will be scheduled by Chief Examiner Segle. The next Regular Meeting is scheduled for Tuesday, August 13, 2002 at 5:00 p.m., in the Caucus Room at City Hall.
