The meeting was called to order at 5:05 p.m. at the City of Mercer Island Caucus Room, 9611 SE 36th Street, Mercer Island, WA.

APPROVAL OF MINUTES:
Moved by Blakney and seconded by Hill to approve the minutes of October 8, 2002 as corrected. Motion carried.
OCTOBER, NOVEMBER, AND DECEMBER PERSONNEL ORDERS:
The Commission reviewed the personnel orders submitted for October, November, and December.
OCTOBER, NOVEMBER, AND DECEMBER POLICE AND FIRE ROSTERS:
There were no changes to the October, November or December Police rosters. There were no changes to the October, November or December Fire rosters.
POLICE LIEUTENANT ELIGIBILITY LIST:
Commander Elsoe briefed the Commission on the results of the Lieutenant promotional testing process. Copies of the Lieutenant Eligibility List were distributed to the Commissioners. All Commissioners were present to sign the List.
FIRE RANK RESTRUCTURING AS PROPOSED IN THE TENTATIVE LABOR CONTRACT 2003-2005:
Fire Division Commander Mauldin briefed the Commission on the history of how the rank of Company Officer was established in the Fire Department. He further explained that during the negotiation process of the current labor contract, an agreement was reached to change the rank of Company Officer to the rank of Lieutenant. Chief Examiner Segle told the Commission that the ranking structure for the Fire Department would need to be updated in the Civil Service Rules. She explained that staff would bring draft language for the change to the next regularly scheduled meeting.
POLICE RANK RESTRUCTURING LIEUTENANT TO COMMANDER:
Using an organizational chart for demonstration purposes, Commander Elsoe explained the proposed rank structure change from Lieutenant to Commander within the Police Division. He described the details of the proposal, which included changing the Department’s rank structure from one Lieutenant and one Commander to two Commanders and no Lieutenant. He explained that the Police Guild had voted unanimously to accept the change and that the department restructuring would be reviewed at the end of a three-year pilot program period. He further explained that both Commander positions would retain the Civil Service ranking of Lieutenant, and that no changes to the Civil Service Rules would be required.

The Commission discussed Chief Deveny’s retirement and congratulated Commander Elsoe and Sergeant Holmes on their promotions. Chief Deveny informed the Commission that his retirement party was scheduled for March 21st and that they would each be receiving an invitation in the mail.
Sergeant Holmes introduced Sergeant Burns to the Commission. It was explained that Sergeant Burns would be filling the position of Personnel and Training Sergeant.
The next Regular Meeting is scheduled for Tuesday, February 11, 2003 at 5:00 p.m., in the Caucus Room at City Hall.
