Call To Order

Chairman McDonald called the meeting to order at 7:40 PM in the Council Chambers, 9611 SE 36th Street, Mercer Island, Washington.

Roll Call

Marcia Dawson, George Wittman, Attila Laszlo, and Chairman McDonald were present. Commissioners Carl Bryant, Norman Sandler, and Vice Chairman Glick were absent.

Regular Business

Action Item #1:
The applicant, TSA Architects, is requesting design review and approval for minor changes to the Montesano Condominiums located at 7500 SE 25th Street (DSR02-001). This meeting is a continuation of the February 13, 2002 Design Commission meeting where seven of the requested twelve modifications were approved. The commission requested that the applicant return on February 27, 2002 to submit any additional modifications or alterations. The Design Commission originally approved this project on July 12, 2000. After this approval, the applicant decided to make some exterior modifications and presented these changes to the Design Commission on February 13, 2002.

Richard Hart, DSG Director, summarized the staff report addressing the applicant’s five exterior design revisions that were not approved at the February 13, 2002 meeting. The applicant has decided not to pursue three of the five changes and will revert to the original design of these modifications that were originally approved July 12, 2000. Mr. Hart discussed these two remaining changes and gave recommendations for their approval.

Steve Thomas of TSA Architects represented the applicant. Mr. Thomas gave a presentation regarding the proposed modification of exterior colors and the relocation of the identification sign from the upper level to lower level driveway. The applicant submitted drawings of the project and samples of the proposed materials.

Chairman McDonald opened the public comment portion of the meeting. There were no comments so the public comment portion was closed.

The Design Commission deliberated on the proposed modifications and the potential results these changes could have upon the project.

The Design Commission concluded that the new exterior colors were an improvement over previous color submissions and the new location of the identification sign was a better location for pedestrian visibility. The commissioners also concluded that the applicant needs to remove the chain link fence along the upper retaining wall and provide additional plant material, continue the textured sidewalk across the garage entrance, remove the CMU surface from the upper patio and replace with a smooth finish, and remove the second story trellis over the building entrance.


Commissioner Dawson moved, seconded by Commissioner Wittman, to approve the remaining two exterior modifications of Montesano Condominiums as presented on the revised formal site plans, elevations, color perspectives, and narrative, dated February 19, and 21, 2002. This decision incorporates the findings of the Staff Report and in accordance with the Design Criteria in Sections 19.15.040 (H) of the Mercer Island Code. Approval of this project is subject to the applicant’s further redesign, discussion, and clarification of the following five points:

  1. Remove the chain link fence between the upper landscaped retaining wall and provide dense plant material to restrict pedestrian access where the stairs are near the retaining wall.
  2. Provide a continuous sidewalk pattern from the bottom of the driveway, up to the building entrance, and across the driveway.
  3. Change the material of the upper retaining wall from CMU to a smooth stucco finish and a handrail above to match the patio walls and deck.
  4. Remove the trellis located on the second story, immediately above the entranceway.

The motion passed by a vote of 4-0.

Council Liaison Report:
Deputy Mayor Cairns discussed the City Council retreat scheduled for the coming weekend. He asked the Commission members whether he should discuss the activities of the Town Center Ad Hoc Committee at the retreat. He also commented on the issues that have been addressed by the committee.

Next Regular Meeting:
March 13, 2002, to continue design approval of VoiceStream wireless communications facility and a design review of a proposed Toshi’s Teriyaki sign to be located in the PBZ

Commissioner Absences:
All members indicated they could make the next meeting.
