Call To Order

Chairman McDonald called the meeting to order at 7:36 PM in the Council Chambers, 9611 SE 36th Street, Mercer Island, Washington.

Roll Call

Marcia Dawson, Norman Sandler, George Wittman and Chairman McDonald were present. Attila Laszlo, Fred Glick and Carl Bryant were absent.

Commissioner Wittman moved to approve the May 1, 2001 special meeting minutes. Approved. Vote: 4-0.

Regular Business

Action Item #1.
Continued review of Minor Exterior Modification of a 14’ X 40’ cooler addition to the south side of the QFC building, located at 7823 SE 28th Street.

Kathy Harbert, Associate Planner, summarized the staff report for the revisions proposed in response to the Design Commission review at the May 9, 2001 meeting. Staff recommended approval of the revisions with the condition that the proposed landscaping be continually maintained in a green and growing manner.

Lach Foss, Woodman Construction, 3 Lake Bellevue Dr., Bellevue, WA, answered questions from the Commissioners. A structural engineer designed the cooler. The CMU screening walls will be scored and painted to match the existing QFC walls. The cedar lattice is to be “Grade A”.

The Commission deliberated on the dairy cooler addition. Commissioner Dawson requested the landscape architect consider using cypress trees that match existing trees on-site, instead of the Hollywood Junipers. Mr. Foss agreed to consider the suggestion.

Commissioner Dawson moved to grant approval of the minor exterior modification of a cooler addition, as presented on formal site plans and elevations, dated May 30, 2001, incorporating the findings of the Staff Report and in accordance with the Town Center District Development and Design Requirements of the Mercer Island Code, with following condition.

  • The proposed landscape beds shall be continually maintained with healthy plant material by the property owner or owner representative.

Motion approved. Passed 4-0.

Other Business

Director’s Comments:
Staff met with Mark Hinshaw to review Phase One of the proposed amendments to the design requirements. July is tentatively scheduled for staff to bring Phase One to the Commissioners for comment and review. The Planning Commission would most likely hear the Design Commission’s recommendation in August or September, and City Council would hear the final proposal by October.
