Call To Order

The meeting was called to order at 5:01 p.m. at the City of Mercer Island Caucus Room, 9611 SE 36th Street, Mercer Island, WA.

Roll Call

Commissioners Blakney and Maehara. Secretary/Chief Examiner Segle, Chief Elsoe, Police Operations Commander Holmes, Fire Commander Mauldin, Personnel and Training Sergeant Burns.
Absent: Commissioner Hill

Regular Business

APPROVAL OF MINUTES:
Moved by Maehara and seconded by Blakney to approve the minutes of September 9, 2003 as submitted. Motion carried.

PERSONNEL ORDERS:
The Commission reviewed the personnel orders submitted for September.

POLICE AND FIRE ROSTER:
Chief Elsoe briefed the Commission on the roster changes from September.

EDUCATION LEVELS FOR POLICE DIVISION EMPLOYEES:
Staff provided a report to the Commission, which illustrated the education levels of both police and fire division employees. Sergeant Burns distributed minimum education requirements from other agencies. The Commission reviewed the current Civil Service Rules related to minimum education requirements and discussed the issue. The Commission directed staff to bring back draft language that changes the minimum education requirements to include a college level education.

UPDATE ON UPCOMING ENTRY-LEVEL POLICE OFFICER INTERVIEWS:
Chief Examiner Segle distributed a copy of the master applicant list from PublicSafetyTesting.com. It was explained that in order to confirm 16 oral board interviews, Sergeant Burns called the top 31 applicants. It was further explained that after the 16 applicants were confirmed for interviews, it was discovered that all candidates who tested in June did not show up on the master applicant list. Chief Examiner Segle stated that 3 applicants from the June testing date would have been invited to the oral board process had they correctly been added to the master applicant list. Staff requested permission to invite the three additional candidates from the June testing date to the oral board process. The Commission discussed the issue.

MOTION: Moved by Maehara and seconded by Blakney to change the Civil Service Rules to read that no fewer than the top 16 applicants will be invited to the oral board interview process. Motion carried.

The next Regular Meeting is scheduled for Wednesday, November 12, 2003 at 5:00 p.m., in the Caucus Room at City Hall.
