Call To Order:

Vice-Chair Sandler called the regularly scheduled Design Commission meeting to order at 7:32 PM in the Council Chambers, 9611 SE 36th Street, Mercer Island, Washington.

 

Roll Call:

Bryan Caditz, Lucia Pirzio-Biroli, Vice-Chair Sandler, and George Wittman were present.  Chairman Glick, Commissioner Dawson, and Commissioner Ridolfi were absent.

 

Staff Present:

Shelley Krueger, Associate Planner, represented the City.

 

Minutes:

Commissioner Wittman moved, and Commissioner Caditz seconded, to approve the minutes of June 9, 2004 as submitted.  The minutes were approved by a vote of 4-0.

 

Regular Business:

 

(1)  Action Item #1: The applicant, George Wischmeyer for Redeemer Lutheran Church, requested Design Approval for the construction of a 360 square foot addition to the existing Redeemer Lutheran Church building located at 6001 Island Crest Way.  This addition is located on the west end of the southern “Assembly Hall” building and will require the removal of two mature Douglas Firs.  The proposed addition has a partial hip roof and colors and materials to match the existing structure. 

 

Shelley Krueger, Associate Planner, summarized the staff report.  Ms. Krueger discussed the proposed addition and recommended that a set of windows were added to the added bay on the west side of the building to maintain consistency of design.  Ms. Krueger stated that the applicant did not include windows because of security concerns with materials to be stored in the addition.

 

George Wischmeyer of 8833 SE 61st St, a deacon of Redeemer Lutheran Church, represented the church.  Mr. Wischmeyer reiterated the Church’s concern with security and asked if the Commission would accept opaque or ornamental windows as a substitute in the addition.  He also mentioned that a gas meter would be relocated that was not noted on the plans.

 

The Design Commission had the following comments:

§         The existing façade contains areas of unbroken board and batten facing, so the addition could maintain design consistency without the addition of windows.

§         The removal of two trees was a concern.  Staff explained that the City Arborist had approved the removal of two trees and commented that the applicant could replace the two mature Douglas Firs with six other trees on the site. 

 

Motion:

Commissioner Caditz moved, seconded by Commissioner Wittman, to recommend Design Approval for the proposed addition to the Redeemer Lutheran Church Assembly Hall building (DSR04-017) as presented in the site plans and elevations date stamped August 10, 2004, supplementary materials, and testimony from the August 25, 2004 Design Commission meeting. This decision is in accordance with the Mercer Island City Code Section 19.11.130(A)(1)(c)  This approval is subject to the following condition:

1.       The applicant shall comply with the requirements of the City Arborist regarding number, species, and placement of six (6) replacement trees on site.  Native Western Washington species are preferred.

The motion passed by a vote of 4-0. 

 

OTHER BUSINESS:

 

Director’s Comments:

Richard Hart, Development Services Director, was absent while on vacation.  Shelley Krueger, Associate Planner, announced that Director Hart got married last weekend. 

 

Council Liaison Report:

Councilmember Jim Pearman was absent.

 

Next Regular Meeting:

The next Design Commission meeting is scheduled for September 8, 2004 at 7:30 PM.  Corry’s Dry Cleaning has proposed a porte-cochere addition and will be on the agenda that day.    

 

Commissioner Absences:

There will be no scheduled absences.
