Open Space Conservancy Trust - Minutes

Call To Order:
Secretary Lanzinger called the meeting to order at 6:08 pm in the City Council Chambers of City Hall.
Roll Call:
Trustees Tina Lanzinger, Jane Brahm, Joel Wachs, and Aric Weiker were present, Elliot Newman arrived late. Trustees Robert Thorpe and Geri Poor were excused.
Staff Present:
Bruce Fletcher, Parks & Recreation Director
Paul West, Parks Natural Resource Coordinator
Alaine Sommargren, Natural Resource Specialist
It was moved by Council Liaison Brahm, seconded by Trustee Wachs, to:
Approve the minutes of September 13, 2012.
Motion passed 5-0
Members of the Letterboxing Committee and families were present to celebrate achievements of the program participants.
Regular Business:
Letterboxing Celebration– Elliot Newman
Elizabeth gave a report on the 2012 Letterboxing Program, distributed certificates to participants and cake was served.
Tree Damage by Contractor Follow Up – Paul West
Paul West reported that the City has reached an agreement with the contractor on what the mitigation will be for the trees damaged in the northwest quadrant of Pioneer Park. 75 trees will be planted along the south border of the northwest quadrant with two years of maintenance.
By Laws Revisions Adoption – Paul West
Paul West reviewed the By Laws changes that were agreed upon at the last meeting. They were not adopted at the last meeting because two weeks’ notice was not given prior to the vote.
It was moved by Trustee Wachs, seconded by Council Liaison Brahm, to:
Approve the By Law amendments.
Motion passed 5-0
Parks and Recreation Org Chart Update – Bruce Fletcher
Bruce Fletcher reported that because of staff changes over the last two years, Parks Superintendent Jason Kintner will be attending future Open Space Conservancy Trust Board meetings instead of himself.
2013 Meeting Schedule – Paul West
Paul West presented the staff recommendations for the 2013 Open Space Conservancy Trust Board meetings. Meetings would take place every other month beginning in January on the third Thursday of the month. He explained that the School Board will begin having their meetings in Council Chambers on the second Thursdays, so we needed to move the Trust Board meetings. Trustee Newman reported he cannot make the March meeting, and requested staff poll the Trustees several weeks before each meeting to determine if a quorum can be met.
It was moved by Trustee Wachs, seconded by Council Liaison Brahm, to:
Approve the proposed calendar for the Trust meeting dates.

Leap for Green and Summer Celebration – Paul West
Paul West reminded the Trustees about two annual events where the Trust might be interested in participating, and encouraged discussion about Leap for Green and Summer Celebration! Trustee Newman suggested the topic be brought back up in January after the Trustees have had some time to consider ideas.
Benches and Donations Policy – Paul West
Paul West presented the information in the agenda packet regarding the donations policy. He explained the reasoning for the policy, specifically addressing bench and tree donations.
DNR Urban Forestry Crew – Paul West
Paul West reported the City Council approved an in-kind grant of 3 weeks of an urban forestry restoration crew who will do search and destroy work. They will be doing work until November 29th in an area in excess of 5.4 acres, and provide City staff with some information about invasives plants in that area.
Special Event Application – Bruce Fletcher
Bruce Fletcher reported that the Parks Department received a last minute special event application for Pioneer Park. He explained that there are many complicated parts and that because of the late notice, it may be denied. The Trustees asked a few questions about staff concerns and voiced a few of their own.

The next meeting is scheduled for January 17, 2013.
