Utility Board - Minutes

Call To Order:
 
Chairman David Laub called the regular meeting of the Utility Board to order at 7:06 p.m. in the Council Chambers at City Hall, 9611 SE 36th Street, Mercer Island, WA.
 
ROLL CALL:
 
Chairman David Laub, Ben Levie, Robert Sexton, Suresh Malhorta, and Kwan Wong were present.  City Staff Maintenance Director Glenn Boettcher, Finance Director Chip Corder, and Recording Secretary Asea Sandine were also present.  Absent: Wendy Weiker, Tana Senn, and Glynda Steiner.
 
Minutes:
The minutes of October 9, 2011 were approved.
 
Regular Business:
 
2013 Work Plan
Glenn presented the 2013 Work Plan to the Board which included the following topics:  
March 12: Utilities Sustainability, April 9:  Performance Measures, May 14: Water Use Efficiency Goal, June 11: Meter Replacement Program, July 10: Rate Structure, August: No meeting scheduled, September 11: Sewer Rate Update, October 9: Water Rate Update, November 13: No meeting scheduled and to be scheduled: Water System Plan Update.  Chip advised he would like to be able to review forecast data before working on the rate structure.  Therefore, he suggested removing the rate structure discussion from work plan and revisiting it at a later date.  The board approved the removal of that item from the work plan.
 
 
OTHER BUSINESS:
 
Chip shared with the Board the Council outcome regarding rates.  Council decided to bring rates down and in order to do that, the following three project cuts were made:  Island Crest Way and 85th Avenue Water System Improvements moved out to 2015-2016, East Mercer Way Sewer Replacement moved out to 2016, and lastly the First Hill Drainage Improvements project moved out beyond 2018.  Overall the single-family customer will see an increase of 5.9% (includes 10.2% King County sewage treatment increase).  For the year 2014 the overall increase is projected to be 2.8%.  Excluding the King County sewage treatment charge, the average annual increase is 4% per year.
 
Next Meeting:  The next scheduled meeting is March 12, 2013.
