Vice Chair Kwan Wong called the regular meeting of the Utility Board to order at 7:05 p.m. in the Council Chambers Room at City Hall, 9611 SE 36th Street, Mercer Island, WA.
Chairman Kwan Wong, Vice Chair Tim O’Connell, Tom DeBoer, Susan Kaltenbach, Steve Milton, and Will Pokorny were present. Wendy Weiker and Debbie Bertlin were absent
City Staff: Chip Corder, Finance Director and Asea Sandine, Recording Secretary were also present.
Presenters: Peter Moy, Principal and Tage Aaker, Project Consultant from FCS Group.
O’Connell moved to approve the minutes from the June 9, 2015 meeting. Milton seconded the motion. The Board unanimously approved the minutes.
Ambulance Utility Emergency Medical Service (EMS) Rates
Corder introduced Peter Moy and Tage Aaker, from the FCS Group. Mr. Moy gave a presentation regarding the updated 2012 Ambulance Utility rate study. He discussed the rate methodology, how costs are calculated, and the revised calculated 2015 rate. Mr. Moy stated that the existing bi-monthly EMS utility rate for 2015 is $8.53. The calculated bi-monthly cost of service rate for 2015 is $8.46. He pointed out that because the calculated rate is only $0.07 less than the already adopted rates, the City can simply choose to keep the adopted rates for 2015. He continued that for 2016 the projected calculated bi-monthly rate is $8.85 (a 4% increase above $8.53).
The Board inquired about the Shorewood tie in, General Sewer Plan, and water rate revenue/consumption. Corder advised he does not anticipate an increase of revenue and the other items are future workplan topics. He also shared that the cross connection letters went out last week. O’Connell requested rate packets well in advance of the meeting if possible.
