Call To Order

Mayor Alan Merkle called the meeting to order at 7:39 pm in the Council Chambers of City Hall, 9611 SE 36th Street, Mercer Island, Washington.


Roll Call

City Councilmembers Susan Blake, Bryan Cairns, Sven Goldmanis, El Jahncke, Mayor Alan Merkle, and Jim Pearman were present. Councilmember Dan Grausz was absent.



Myra Lupton, 3443 72nd Place SE, praised the Public Safety Department for satisfaction in getting a complaint answered. Ms Lupton also suggested the City should add King County to the shared facilities group. She also asked questions regarding the Luther Burbank Park and Mary Wayte Pool offer and budget.


It was moved by Councilmember Blake; seconded by Councilmember Goldmanis to:

Approve the minutes of the Regular Meeting of January 7, 2002 as amended:
Page 2, Item (2), Approval of Minutes: “…Pat BrahmenBraman…”

The Chair put the question on the motion; Motion Passed 6-0.

Consent Calendar
Payables: $ 661,501.56  
Payrolls: $ 407,390.22

AB 3635 2001 Asphalt Overlay Project Acceptance: Accept the completed 2001 Asphalt Overlays Project and authorizes staff to close out the contract.

It was moved by Councilmember Goldmanis; seconded by Councilmember Blake to:

Approve the Consent Calendar and the recommendations contained therein.

The Chair put the question on the motion; Motion Passed 6-0.

Regular Business

AB 3589 Solid Waste Management Plan Adoption
Maintenance Director Glenn Boettcher explained Mercer Island’s history with the King County Solid Waste Plan. Mark Buscher, Leader Planner for the King County Solid Waste Division, presented the updated 2001 Plan.

It was moved by Councilmember Blake; seconded by Councilmember Jahncke to:

Adopt 2001 King County Solid Waste Management Plan.

The Chair put the question on the motion; Motion Passed 6-0.

AB 3634 Mercer Island School District 2002 Levies

  • Proposition No. 1 – MISD Support Replacement Levy
  • Proposition No. 2 – MISD Transportation Levy

City Attorney Londi Lindell presented Resolution No. 1292 for acceptance by the Council to support the Mercer Island School District Levies.

The Mayor opened the public hearing.

Frank Morrison, 3810 81st Ave SE, urged the Council to take a position and endorse the Mercer Island School District levies.

The Mayor closed the public hearing.

It was moved by Councilmember Cairns; seconded by Councilmember Pearman to:

Adopt Resolution No. 1292 Supporting Mercer Island School District Replacement Levy and Transportation Levy.

The Chair put the question on the motion; Motion Passed 6-0.


Open Council Discussion
Councilmember Jahncke wanted the Council to know that he had no part in the parent email that went out for the Mercer Island High School Stadium renovation even though he supports the improvements.

Councilmember Goldmanis stated that the residential parking lot does not seem to be utilized as much as had been expected. City Manager stated, however, that there is an abundance of permits that have been obtained by residents.

Mayor Merkle invited Councilmembers to call or email any issues that they would like to have on the agenda for the Council Retreat. He also encouraged Councilmembers to talk with Rhonda Hilyard individually regarding the issues before the retreat.


Other Business

Councilmember Absences: Councilmember Grausz was excused for being absent.
Mayor Merkle will be absent for the February 19th Meeting.

Planning Schedule: Remove the Special Meeting of February 26th – To be rescheduled.
Councilmembers email dates to City Manger Rich Conrad when not available between March 19-29 for Affordable Housing Workshop.

Board Appointments: None.

Councilmember Reports: Mayor Merkle wants to schedule Mayor Meetings with the public. Tentative dates: March 14: Blake and Jahncke, June 20: Goldmanis and Cairns, Sept 19: Pearman and Grausz.
Mayor Merkle gave the Council their new liaison assignments for 2002.
Mayor Merkle would like to set a date for a joint meeting of the School Board and the City Council.

Executive Session: At 9:44 pm, Council adjourned into Executive Session to discuss pending litigation.

Adjournment: 10:15 pm
